$34.05 - $54.48 Hourly$70,826 - $113,321 AnnuallyThis position is a Pay Band IEPosting DetailsThe New Mexico Department of Public Safety (DPS) Information Technology Division (ITD) is looking for a Data Steward to ensure the quality, integrity, and governance of data assets within and across the various law enforcement agencies and related entities in New Mexico. DPS houses the New Mexico State Police (NMSP) and provides many services to the entire law enforcement community. DPS is the FBI designated Criminal Justice Information Services (CJIS) Systems Agency (CSA) for the State of New Mexico. As such, DPS is the exclusive entity in New Mexico that provides access to CJIS for all federal, state, local and tribal law enforcement agencies. The DPS ITD provides a portfolio of services to the entire law enforcement community in New Mexico in addition to being the key technology partner of NMSP and the other statewide law enforcement support divisions of DPS. ITD Leadership is committed to helping everyone on our team grow professionally and personally through training, mentorship, and challenging work assignments.DPS has one of the most complex networks in the State of New Mexico. It consists of over 50 physical offices including the DPS headquarters, the NM Law Enforcement Academy, three forensic labs, three 911 communications / dispatch centers, 12 NMSP district offices, and a significant number of permanent and transitory sub-stations in key locations throughout the state including the Governor's Mansion. In addition to these physical locations, the network consists of 650 NMSP patrol units, the NMSP helicopter and several mobile command centers. The network is accessed 24 hours per day, 7 days per week with no tolerance for downtime by DPS civilian staff, NMSP, and all federal, state, local and tribal law enforcement agencies (LEAs) to receive mission-critical CJIS and to access many other systems.DPS ITD provides the time, resources and encouragement for its staff to participate in ongoing training and mentorship. Why does the job exist?Data is an increasingly critical asset within law enforcement that can unlock streamlined information and contribute greatly to the mission of DPS, including officer safety and effectiveness. Various law enforcement agencies have disparate systems for collecting, storing, and analyzing data. It is imperative the data from these systems is consistent, high-quality, and accurate to aid in public safety efforts. The data steward focuses on setting up processes, governance models, and best practices to ensure DPS data is actionable and insightful. By developing a solid understanding of the data needs of the various internal and external stakeholders, the data steward identifies and prevents data quality issues. How does it get done?The Data Steward ensures the quality, integrity, and governance of data assets through data profiling, data cleansing, metadata management, and promoting a data-driven culture throughout the department. The following are the primary duties of the Data Steward:- Conducts data profiling and analysis to assess the quality, completeness, and accuracy of data assets in new and existing systems. - Collaborates with IT teams to ensure proper data synchronization across systems.- Supports data governance training programs to increase data literacy and educate stakeholders on data management practices.- Ensures data is deemed fit for purpose by monitoring data quality rules and regularly auditing data.- Helps to identify, report, analyze, and resolve data issues related to uniqueness, integrity, accuracy, consistency, and completeness.- Acts as the lead for business areas on Master Data Management related activities including the collecting, aggregating, matching, consolidating, quality-assuring, persisting, and distributing of mastered data.- Works closely with consumers of law enforcement data, including the New Mexico State Police, crime/data analysts and outside agencies to better understand challenges being faced with data quality and consistency.- Recommends changes in data collection methods utilized by officers in the field, dispatchers, and commanders to increase the quality of data.- Leads changes and revisions to master data, metadata, data dictionary, and data hierarchies and affiliations within given guidelines.- Possesses excellent analytical and problem-solving skills, as well as keen attention to detail, to identify and resolve data quality issues.- Collaborates and maintains data security classifications to ensure safety of sensitive data and appropriate use. Who are the customers?DPS including NMSP and all Law Enforcement and criminal justice agencies within the state of New Mexico. Ideal CandidateSignificant experience in master data management, data analytics, data engineering, or a related area. Excellent written / verbal communication and customer service skills. Experience querying a variety of data systems such as SQL Server, Oracle, etc. Understanding of structured and unstructured data. Minimum QualificationBachelor's degree in Computer Science, Data Analytics, Informatics, Software Engineering, Information Technology, or related field and two (2) years of experience in master data management, data analytics, data engineering, or a related area. Any combination of education from an accredited college or university in a related f ield and/or direct experience in master data management, data analytics, or data engineering totaling six (6) years may substitute for the required education and experience. Employment RequirementsEmployment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.The selected candidate will work with highly confidential and high-volume data flow must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and request from several people at once. Working ConditionsOffice setting, exposure to Visual/Video Display terminal (VDTI and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
