The City of Elk River is seeking candidates for the position of IT Network Specialist. The IT Network Specialist provides technical and operational support of the city's technology-related hardware, software, and networking systems to ensure the stability, security, and optimization of voice, data, video, and wireless network systems.

Normal working hours for this FLSA Exempt position are 8:00 a.m. to 4:30 p.m. Monday through Friday. Hours outside of the normal working hours may be required to fulfill the on-call requirements of this position.

Position SummaryAssists the IT Manager in the lifecycle of all city information technology solutions to include desktop computers, mobile computers, LAN, WAN, servers, security hardware/software, telephone systems, switches, routers, and wireless access points.

Essential Functions

+ Provides support for the entire computing environment.

+ Implements, administers, supports, troubleshoots, documents, and maintains the city network infrastructure. This includes Local Area Network / Wide Area Network equipment, switches, routers, wireless controllers/ and access points.

+ Manages firewalls, security applications, and virtual private networks while adhering to the Criminal Justice Network Requirements.

+ Traces, documents, patches, and tests fiber and copper cabling infrastructure.

+ Ensures network and applications are accessible to users with minimal interruptions and optimal performance.

+ Maintains, recommends, and implements systems security.

+ Supports PC hardware including desktops, notebooks, mobile PC's, printers, scanners, tablets, and other hardware devices.

+ Supports and manages the virtual desktop environment.

+ Supports desktop operating systems.

+ Answers user questions on hardware, printing, Internet, and messaging issues.

+ Supports and manages physical and virtual servers.

+ Supports desktop shrink-wrapped applications such as Microsoft Office, web browsers, and antivirus.

+ Supports the various business applications used within the city.

+ Creates and manages user accounts in the various systems including network logon, messaging logon, and security system.

+ Restores any deleted files for end users. Conducts project research, evaluations, recommendations, and implements solutions as directed.

+ Troubleshoots infrastructure issues, including telephone, voicemail, servers, and security.

+ Works with vendors to resolve problems and schedule repairs.

+ Provides on-call coverage evenings, weekends, and holidays for IT related issues.

+ Maintains documentation.

+ Keeps hardware and software inventory documents current.

+ Maintains help desk call logs.

+ Maintains application software library to include media, documentation, and licensing information.

+ Coordinates addition of new software systems.

+ Schedules and installs software and ensures it is operational.

+ Serves as city liaison with vendor on all installation issues.

+ Assists with training employees on hardware or printing issues related to new software.

+ Performs other essential job duties.

+ Regular and timely work attendance.

+ Follows all safety procedures and participates in safety training.

Required Knowledge, Skills, and Abilities

+ Knowledge and understanding of implementation of server and storage virtualization concepts.

+ Knowledge of full range of hardware components available.

+ Technical understanding of distributed and remote computing technologies.

+ Knowledge of desktop operating systems, voice and data networking, and Internet and intranet technologies.

+ Understanding of network and operating system security, backup and restore methods and related technologies, viruses, their impacts, and appropriate precautions to take, and security policies and procedures to educate and inform employees.

+ Working knowledge of Microsoft Office

+ Ability to meet the physical requirements of the position, including the ability to lift and handle up to 30 pounds of equipment.

Minimum Qualifications

+ Valid driver's license with driving record acceptable to the city.

+ Associate's degree in computer science, information systems, or related field and 4 years of related experience with Microsoft Windows desktops, Microsoft Server, and networks OR 5 years of related work experience with Microsoft Windows desktops, Microsoft Server, and networks.

+ Demonstrated ability to troubleshoot, repair, replace, and install computer related equipment.

+ Ability to pass criminal history background investigation.

+ CJIS security Awareness Level 4 Certificate or ability to obtain within 6 months of hire. Must also maintain certification.

Preferred Qualifications

+ Experience supporting Microsoft operating systems.

+ Experience supporting Active Directory environment.

+ Work experience in network design and administration.

+ Microsoft Certifications (MCTS, MSCE, MSCA), certification in Palo Alto Firewalls, CCNA, or other related certifications.

+ Experience supporting virtual servers and Microsoft cloud environments.

+ Knowledge in TCIP networks.

+ Experience working with audio/visual equipment.
