Summary The incumbent of this position serves as an Information Technology Specialist for Computers and Telecommunications for the Information Technology (IT) department at the Cass Lake Service Unit (CLSU), Cass Lake, MN. The incumbent is responsible for technical support of the CLSU. Travel within and outside the service unit area by government owned vehicle (GOV) is required. The employee is required to possess and maintain a valid unrestricted state driver's license. Responsibilities Responsible for managing the operations and improvements of the Automated Data Processing (ADP) System's, Resource Patient Management System's (RPMS) hardware, software, security, network, email enterprise, infrastructure, client/server interaction and clinical applications. Performs feasibility studies, cost analysis, impact analyses, and other studies to evaluate alternative methods of meeting information system needs and request. Images ADP equipment and ensures vulnerabilities are mitigated immediately. Assures system and data are appropriately backed-up and runs system tests to assure restoration can be achieved as needed. Responsible for coding, testing and debugging the system to ensure data recovery. Performs acceptance tests, benchmark tests, and other studies used to evaluate the acceptability of computers, programs, and systems for meeting information system needs. Evaluates server logs and errors. Provides consultation and technical guidance to site staff as the RPMS site manager. Verbally communicates with Area staff to identify and resolve system related issues. Provide presentations to senior staff & team leaders, provides technical training to site staff and ensures policies and procedures are followed. Prepares written policies and procedures for both long-term and short-term plans for the RPMS; Performs daily, weekly and monthly system checks and documents findings for the record. MINIMUM QUALIFICATIONS: Minimum Qualifications for GS-05: Bachelors degree OR 1 Year of Specialized Experience equivalent to at least the GS-04 Grade Level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples include: Working with direct supervision and review of work; assisting other IT Specialists and providing basic IT needs, assisting with implementing Automated Data Processing (ADP) Systems, providing technical assistance to telecommunication systems. Minimum Qualifications for GS-07: 1 Full year of Graduate Education or superior academic achievement OR 1 Year of Specialized Experience equivalent to at least the GS-05 Grade Level. Examples include: Assisting IT Specialists and providing basic IT needs, assisting with implementing Automated Data Processing (ADP) Systems, providing technical assistance to telecommunication systems. Minimum Qualifications for GS-09: Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree OR 1 Year of Specialized Experience equivalent to at least the GS-07 Grade Level. Examples include: Maintaining Resource and Patient Management System (RPMS), email and Personal Computer (PC) systems, installing and managing new ADP technology, maintaining voice and data communications network. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
