The Air Force Civilian Service (AFCS) is looking for a full time Information Technology (IT) Specialist (GS-2210-13), as a Senior Cyber Management Specialist, working at Headquarters (HQ) Air Mobility Command (AMC), at Scott Air Force Base (AFB), in Belleville, Illinois.

Salary ($105,896 - $137,669) based on experience

Relocation expenses may be paid.

Qualifications/Requirements:

In this position you will as senior cyber manager and team lead, orchestrating the planning and sustainment functions critical to long-term success of AMC's defensive cyber capabilities and other related cyber defense/ situational awareness activities..

Must be a U.S. Citizen

Must be able to obtain and maintain a “Top Secret” Security clearance with eligibility to Sensitive Compartmented Information (SCI).

This position is designated as a Drug Test Designated Position.

• Expert knowledge of, and skill in applying advanced cyber principles, concepts, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical cyber and IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity, cyber threats and vulnerabilities.• Comprehensive knowledge of, and skill in applying interrelationships of: multiple cyber and IT disciplines, the agency's IT architectures, and new cyber/IT developments and applications to include business requirements of customer organizations; systems development principles; information systems security principles; applications software design concepts and methods; network management methods; customer support principles and methods; project management methods; and emerging technologies and their applications to business processes and IT security concepts, standards, and methods. Knowledge of IT principles, concepts, and methods (e.g., data storage, software applications, networking), sufficient to perform assessments and develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities.• Knowledge of fundamental cyber operations concepts, terminology/lexicon (i.e., environment preparation, cyberattack, cyber defense), principles, capabilities, limitations, and effects.• Knowledge of Air Force and AMC program goals and objectives, organizational structures and the relationship of various Department of Defense (DoD) and command entities involved in overall planning; sequence and timing of key operational events; execution of military operations; the Planning, Programming, and Budgeting System (PPBS) support process; and methods of evaluating the effectiveness of planning actions related to actual events to provide command level staff guidance and/or conduct studies.• Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
