JOB: Financial Auditor - District of Columbia Office of the Chief Financial Officer$64,600.00 - $102,262.00The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Financial Auditor. This position is in the Office of the Chief Financial Officer (OCFO), Office of Lottery and Gaming, Sports Wagering Regulation & Oversight Division. The incumbent is responsible for monitoring, reviewing and maintaining financial audit programs such as financial control systems, accounting, and tax submissions for sports wagering operators licensed by the Office of Lottery and Gaming (OLG) in accordance with the applicable federal and District laws and regulations.Additional duties include, but are not limited to:
- Reviewing and making recommendations regarding the approval of sports wagering operators proposed financial control systems and standard accounting procedures. Recommendations must ensure compliance with all applicable laws and regulations.
- Coordinating, planning, and conducting financial audits and evaluating risks.
- Analyzing and evaluating the status of sports wagering operators accounting and reporting systems, records, statements and internal controls.
- Conducting audits, preparing audit findings and recommendations and drafting audit reports for review.
- Observing financial transactions and activities at licensed sports wagering facilities and interviewing personnel on practices and procedures accordingly.
- Analyzing complex financial procedures, transactions and data. Reviewing monthly journal entries and month-end close out procedures for all licensed operators.
- Reviewing reports and tax submissions for accuracy and timeliness. Assisting in developing financial audit programs and checklists.
- Assisting with drafting internal policies and procedures; and making updates to ensure compliance. Coordinating with relevant OLG departments and outside entities about various financial audit issues and advising appropriate courses of actions, preventative or remedial measures when necessary.Minimum Qualifications:Three (3) years of progressive experience performing the related duties and responsibilities such as monitoring and conducting financial audits to identify risk and discrepancies to ensure compliance with the District laws and regulations; assisting with the development of policies and procedures; preparing and reviewing financial reports; evaluating financial reporting systems. Comprehensive knowledge of accounting and auditing principles and guidelines (i.e. GASB, GAAP & FASB). Gaming and/or casino industry experience preferred.In addition - Applicant must have a bachelor's degree earned at an accredited US institution in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law.
