he Providence Housing Authority is seeking a candidate to launch and lead its Jobs Plus a Bright Future - a new initiative developed and funded by the U.S. Department of Housing and Urban Development. Jobs Plus a Bright Future is the local program of the national Jobs Plus (JP) model. The goals of Jobs Plus are to help long-term un/under-employed Chad Brown and Admiral Terrace residents achieving their educational, employment and financial stability goals.
Essential Tasks of the Position:
The Jobs Plus Manager will be responsible for the development and management of PHA's Jobs Plus a Bright Future Program.
* Oversee the administration of the Jobs Plus Program;
* Train and supervise assigned JP staff and build a high-achieving and collaborative team of diverse employees;
* With guidance from the Director of Resident Services, continuously reflect and refine the strategic goals of JP;
* With guidance from the Director of Resident Services, Manage JP program budget and ensure spending according to approved budget, and seek budget modifications as necessary;
* Work closely with American Job Center and jointly supervise staff who are assigned to JP;
* Maintain and develop external partnerships through one-to-one meetings, group meetings, regular written communications;
* Ensure partners meet their responsibilities to JP per their Memorandum of Agreements, provide technical assistance, coaching and corrective action planning with partners as needed;
* Develop performance outcome measurement tools, and ensure outputs and outcomes are tracked accurately and in a timely manner in PHA databases (Such as TAAG);
* Analyze interim outcomes and adjust program design and approach to improve outcomes;
* Embrace innovation by piloting new programmatic tactics to drive improved outcomes;
* Work in collaboration with Property Management staff and the finance to ensure aligned messaging, documentation and utilization of JPEID;
* Frequently be in the community and be the public face of JP within the PHA and at external tables;
* Work alongside Community Outreach Workers, Resident Advisory Boards, and other PHA resident associations to conduct outreach and generate enthusiasm for JP;
* Perform other duties as assigned.
Position Requirements and Qualifications:
Education Level
* Four-year college degree from accredited college/university with emphasis on job training, career coaching, job development, community organizing or related fields, preferred.

Experience in Related Field
* A minimum of six years related workforce development experience
* Working knowledge of adult education and job training resources available within the community
* Solid knowledge of skill sets related to work training programs and the Workforce Solutions/ American Job Center
* Experience in program development and start-up
* Exceptional data management and outcome measurement/analysis skills
* Comfortable making presentations to a wide range of audiences
* Familiarity with government grants a plus
* Experience working with a public housing authority strongly preferred
Knowledge, skills, abilities, licenses and certifications
* Bi-lingual skills preferred- fluency in Spanish to include speaking, reading and writing
* Exceptional written and oral communication skills
* Working knowledge of Microsoft Word, Excel, Outlook, and database programs
* Strong preference for bi-lingual (Spanish) candidate
* Ability to work independently and with a team and be flexible in accepting change
* Knowledge of preparation of both narrative and statistical reports
* Experience supervising and motivating diverse team of employees
* Ability to relate to and interact with mixed populations of residents in low- and moderate-income housing settings
* Ability to receive and apply enlightened techniques and skilled practices in addressing the needs of the above populations
* Valid driver's license (Class O) unrestricted except for corrective lenses, required
* Ability to maintain confidentiality in all assignments

* Ability to work in an office environment
* Ability to work in a public housing environment in all weather conditions (hot, cold, humid, dry and wet)
Physical Demands
* Strength: Ability to lift to 20 lbs.
* Type: Sedentary work ability to perform administrative duties. Ability to lift, carry, push, pull or otherwise move an object. Work involves walking, standing and driving for brief periods of time
Work Schedule:
* Ability to work 35-hour week
* Ability to attend occasional weekend and evening meetings and events
Equipment Used:
* Competency in operating computer(s), printers and general office equipment, including multi-line telephone, fax, copier, and audio-visual equipment
