Job Description :
Dorchester County Public Schools is currently accepting applications for a Judy Center Early Learning Hub Family Services Coordinator at Hurlock Elementary School. The successful candidate will demonstrate principled decision making and confidential processes that take a strength-based, family-driven approach focusing on networking, relationship building, and sustaining strong families from diverse backgrounds and needs. The Judy Center Early Learning Hub serves expecting parents and families with children birth through five years of age by providing comprehensive early care and education services to promote continuous improvement utilizing a multigenerational approach to support child development and school readiness. The Family Services Coordinator will work with families to establish goals and partner with community agencies to achieve these goals. Under the direction of the Supervisor of Early Childhood Education, the Judy Center Multi-Site Coordinator and Site Program Manager, the Family Services Coordinator implements, monitors, and maintains records for the coordination of services with community partners and assists with hosting early childhood programs for Judy Center age children and families within the school's catchment area. This position is responsible for identifying and recruiting young children and their families to use services available to enhance school readiness. This position is grant funded and contingent upon grant renewal.DUTIES:
  • Maintains the same high-level of ethical behavior and confidentiality of information about students and families as is expected of teachers and all DCPS employees.
  • Obtain, collect, and organize pertinent data in the data collection system to monitor, analyze and achieve grant performance goals in collaboration with the Judy Center Multi-Site Coordinator and Judy Center Site Program Manager
  • Maintains an accurate and organized confidential process for case management records/files that includes a process for intakes, developing and conducting needs surveys, utilizes the data collection system for receiving and making referrals, and guides families through strength-based family goal setting and coordination of services with community-based partners in accordance with the Judy Center grant.
  • Advises families on services available through the Judy Center program or community partners, including supporting families by identifying and resolving barriers, such as: transportation, childcare, and other social issues.
    • Follows up in a timely manner with families to coordinate connections to services.
    • Obtain and distribute brochures of interest to parents (i.e. childcare options, health issues, developmental stages, etc.)
  • Collaborate with the Judy Center Playgroup and Home Visitor Facilitator to facilitate research/evidence-based educational home visiting and follow-up with families to track visits and goal achievement progress using the data collection system that meets MSDE criteria for tracking and reporting on grant requirements and performance measures.
  • Collaborate with all partners and community agencies to keep a current contact list of services and resources provided.
  • In collaboration with the Judy Center Multi-Site Coordinator and Site Program Manager, develop strategies for increasing program visibility and expansion, including community outreach, recruiting families and new family service partners, which include:
    • Outreach in the community preparing detailed plans, coordinating site logistics, identifying and analyzing needs of the community, developing agendas, and other activity materials and marketing strategies for identifying and completing the intake process with eligible Judy Center families.
    • Assist with marketing efforts, such as updating/posting to social media accounts, preparing monthly newsletters, monthly calendars, creating event flyers, etc.
  • Maintain ongoing, clear communication with the Judy Center Multi-Site Coordinator and Site Program Manager to ensure any new information or needs are shared in a timely manner.
  • Attend and participate in Steering Committee and Parent Advisory Council meetings, assisting the Site Program Manager with the preparation of meeting agendas, presentations, handouts, and meeting minutes
  • Co-chair monthly Service Coordination meetings with the Site Program Manager to discuss family survey development and results, program evaluation feedback, home visiting, and goal progress for case managed families in collaboration with community partners and health services agencies to support families while strategically avoiding duplication of services.
  • Takes the lead for service coordination between Judy Center staff and community agencies and has ongoing, clear communication/documentation with service providers as needed and during monthly Service Coordination meetings
  • Serve as a leader and spokesperson in advocating for the needs of Judy Center families by serving on the Dorchester Early Childhood Advisory Council and other local community-based committees to continuously articulate the goals and objectives of the Judy Center
  • Attend and participate in meetings, conferences, and/or training, as required for professional learning as dictated by the grant-funded program, including but not limited to multiple days and overnights.
  • Attend and participate in scheduled meetings with community partners, including IEP/IFSP and MTSS meetings as requested by parents and school administration
  • Attend and participate in professional development opportunities provided by Dorchester County Public Schools
  • In collaboration with the Judy Center Playgroup and Home Visitor Facilitator, facilitates the implementation of Dorchester County Judy Center's research/evidence-based home visiting program, while staying up to date on any changes to the program, ordering materials, attending trainings, and organizing all needed materials
  • Demonstrates in-depth knowledge of the Judy Center Component Standards and how Maryland Early Learning Standards and Maryland Family Engagement Framework relate to high-quality Judy Center programming.
  • Attends and participates in the preparation and process for the Maryland State Department of Education site monitoring visits.
  • Assists the Playgroup and Home Visitor Facilitator in the implementation of research/evidence-based playgroups for families with children birth through age 4 utilizing Judy Center approved standards/curriculum
  • Assists the Judy Center Multi-Site Coordinator and Site Program Manager with the coordination of family engagement events, trainings, outreach events and activities that the Judy Center conducts/facilitates
  • Assists with data collection and coordination of early intervention services such as: hearing, vision, and dental screenings.
  • Performs other duties as assigned consistent with the classification and as assigned by the Early Childhood Supervisor, Multi-Site Coordinator and/or Site Program Manager.
QUALIFICATIONS:
  • Bachelor's Degree in Early Childhood, Education, Special Education, Human Services, Social Work, or related field required.
  • Demonstrated knowledge of Judy Center Early Learning Hub concept/Component Standards, early childhood development and curriculum appropriate for children from birth through age five.
  • Knowledge of Judy Center operations and ability to effectively communicate to work in partnership with community agencies, Judy Center and school staff, children, and families
  • Proficient in the use of Microsoft Office software and other related computer technology.
  • Experience in working with children age birth to five years demonstrating varying levels of skill development preferred
  • Ability to work nonstandard hours as required by program objectives and schedules including evenings and/or weekends is required
  • Ability to travel to homes, schools and offices throughout the system and state-wide sometimes with little notice
  • Excellent organizational and record-keeping skills
    • Obtains, collects, and organizes pertinent data in a usable format as needed for analysis and reporting
  • Experience and effective management in coordinating services and collaborating with multiple agencies/service providers
  • Excellent interpersonal and oral/written communication skills.
  • Demonstrated ability to relate positively to colleagues, children, and families to establish and maintain trusting relationships
  • Ability to work independently with minimal supervision, and to follow through with tasks
  • Ability to work under pressure and make decisions, in accordance with laws, ordinances, regulations, and established procedures
  • Experience in working with culturally diverse communities and families including varying ethnic and socioeconomic backgrounds to be culturally sensitive and appropriate
  • Possess a valid Driver's License and reliable, insured vehicle
  • Ability to work for long periods of time while standing and/or walking.
  • Ability to perform, lifting to 50 lbs., carrying Judy Center equipment and manual-type labor related to set-up and break-down for Judy Center family engagement events and activities.
  • Sufficient mobility to move around playgroup space to interact with children including babies, crawling infants, and toddlers.
  • Ability to communicate effectively, both orally and in writing
