Organizes and supervises the activities of the departments in the Laboratory under the direction of the Director, Laboratory and Pathology Services. Must have managerial skills; in depth knowledge of procedures techniques and complex laboratory equipment. Assumes responsibility for clinical instruction of the laboratory students.
MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Requires registration as a Medical Technologist, M.T. (ASCP) or a Clinical Lab Scientist), CLS, or equivalent with three years of full time laboratory experience under the supervision of a certified pathologist.
2. Current WV State Licensure required.

1. Performs all aspects of College of American Pathologist Quality Programs, e.g., collect data, collate data, complete questionnaires, and mail to the college.
2. Implements and monitors Quality Assurance Programs and Projects.
3. Orient and set training schedule for training all new associates in the laboratory.
4. Create competency evaluations for each laboratory technician, phlebotomist, clerk, secretary, etc., specific to their job duties.
5. Serve as Education Coordinator for the Medical Laboratory Technology (MLT) School.
6. Conduct regular lab meetings as per policy.
7. Maintain minutes of departmental meetings.
8. Maintain scheduling and staffing needs for lab and for individual's intra lab departments to include offsite labs.
9. Maintain and review all lab staffing on a daily and shift to shift basis.
10. Maintain records of laboratory associates overall performance and attendance.
11. Review and schedule vacation and days off requests and schedule as available; reconcile duplicate and/or overlapping requests.
12. Review, at least yearly, College of American Pathologist, (CAP), JCAHO and CLIA '88' laboratory regulations and requirements to remain current and knowledgeable.
13. Ensure compliance with CAP, JCAHO, and CLIA '88' regulations and requirements.
14. Conduct interim self-inspection for CAP for laboratory.
15. Maintain all records for CAP inspection, regulations and requirements.
16. Serve as inspector for other Laboratories for CAP.
17. Review proficiency testing results and distribute for review.
18. Investigate and file Proficiency Testing Survey Exception Reports for CAP, complete corrective action and investigation of out of acceptable range results.
19. Execute by-annual onsite inspection of the Clinical Lab for CAP.
20. Monitor QA and QI and make adjustments of improvements as indicated.
21. Remain current on all laboratory procedures.
22. Assists and directs workflow in the absence of section lead techs including Hematology, Chemistry, Blood Bank, Microbiology, Histology, Cytology, Phlebotomy, Processing and receiving and associates from Satellite lab services.
23. Directs and assists the section lead techs including the Clinical Departments, Anatomic Pathology Departments and associates from Satellite lab services and Pathology.
24. Remain current on Laboratory Information System (computer) updates and operations.
25. Searches for and identifies new products, analyzers and/or tests that may benefit the department to cut costs, improve service, improve patient care and/or improve the workflow of the department.
26. Serve as chairperson for the Laboratory Safety Committee.
27. Investigate regulations for Laboratory safety and remain in compliance.
28. Construct and maintain the Safety Manuals.
29. Monitor the Safety Practices of the laboratory to include Personal Protective Apparel, Formaldehyde, etc.
