Job Description Annual salary range: $72,488 - $86,257, DOEJob SummaryManages daily landfill operations, reporting to the Deputy Director and assuming their responsibilities when absent. Coordinates and supervises the Lead Mechanic, Heavy Equipment Operators, and Hazardous Waste Screeners. Duties are performed outdoors, often in adverse weather, and involve handling heavy equipment and hazardous materials.Key Responsibilities•Supervision and Administrationo Supervise, train, and evaluate operations staff while planning, organizing, and overseeing the activities and personnel involved in managing solid waste and recycling operations at the landfillo Foster a positive work environment and promote teamwork and respect•Safety and Inspectionso Perform basic maintenance and repair on heavy equipmento Open and close landfill gates and buildings daily ensuring securityo Conduct safety inspections of grounds and equipmento Oversee safe material dumping practices; instruct the public on safe dumping methods according to landfill rules and regulationso Respond to firefighting, emergency, and/or security incidents•Operational Planning and Oversighto Assist the Director with budget recommendations and preparation, staffing needs, and personnel issueso Develop and prepare operational reports for management•Customer Service and Issue Resolutiono Investigate and settle complaints from customers according to landfill rules and regulations•Equipment Operation and Hazardous Waste Screeningo Perform the role of a Heavy Equipment Operator and Hazardous Waste Screener as needed•Other Dutieso Perform all work duties following County policies, procedures, and safety practiceso Perform other duties as assignedQualificationsSkills and Abilities•Knowledge of landfill regulations, solid waste disposal methods, and safe disposal of hazardous material per federal, state, and county laws•Understanding of OSHA, state, and County safety regulations for landfills and equipment•Supervisory, evaluation, and training techniques and practices•Familiarity with detailed record-keeping, customer service practices, office equipment, and job-related software•Proficient in English grammar, spelling, and punctuation•Communicate clearly and effectively both, verbally and in writing•Ability to operate heavy equipment, including but not limited to, compactors, graders, dump trucks, backhoes, bulldozers, scrapers, water trucks, and related equipment as assigned•Experienced in the safe use and maintenance of equipment and tools•Collaborate effectively with colleagues and the public to deliver high-quality public service; communicate effectively with the public and employees when sensitive situations arise•Maintain confidentiality and work independently or as part of a team•Perform duties efficiently under time-sensitive deadlines and prioritize tasksSpecial Qualifications •Idaho driver's license with Class A endorsement•Must successfully complete a background investigationEducation and Experience•High school diploma or GED required, preferably supplemented with some college course work in construction management or related field•Three (3) plus years of experience in heavy equipment operation required•One (1) year of supervisory experience required•Any equivalent combination of experience and training may be consideredEssential Physical Abilities•Clear speech with or without an accommodation, to effectively convey detailed or important instructions or ideas accurately, loudly, and/or quickly•Sufficient clarity of hearing with or without reasonable accommodation to enable the employee to hear average conversations and receive ordinary information•Visual acuity, with or without reasonable accommodation, which permits the employee to supervise the safety of co-workers and the public, safely operate heavy equipment, identify hazardous materials and wastes, and comprehend written work instructions and work orders•Requires sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to drive a motor vehicle, operate heavy equipment, operate a variety of power and hand tools, adjust equipment, and perform maintenance and repair operations that require bending, stooping, kneeling and stretching•Ability to lift up to 50 pounds
