DutiesNOTE: It is desired that the incumbent has or is able to obtain and maintain their Delegated Examining (DE) Certification. Current DE certification must be submitted with application if currently certified.This position is located in the Human Resources Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the Human Resources Section manages all human resources services, including staffing, classification, training, benefits, and payroll.The Antitrust Division is seeking to fill a Lead Human Resources Specialist-GS-0201-14 position in the Human Resources Section. The Antitrust Division of the Department of Justice works in the public interest to promote a competitive and productive American economy. The Division's work ranges over the entire spectrum of the U.S. economy. Its merger and civil enforcement cases can affect the structure and performance of an entire industry and its criminal enforcement detects and punishes white-collar antitrust crimes that rob American consumers. The Division enforces federal antitrust law, pursuing price-fixing and market allocation schemes, investigating mergers that may substantially reduce competition, and investigating other potentially anti-competitive conduct. The highest priorities of the Division are preventing anti-competitive mergers and acquisitions, curbing abuse of monopoly power, and prosecuting criminal bid-rigging and price-fixing cases.As a Lead Human Resources Specialist, responsibilities of this position will include, but are not limited to:Serving as the Division HR program advisor and Team Leader for the development and implementation of staffing and recruitment, position classification and management, and employee benefits.Providing input in the planning and coordination of work, identifying needs, proposing and executing special projects, reviewing work and providing technical guidance to employees within area of assignment.Developing and presenting information briefings for managers, supervisors, and employees using topic outlines, visual aids, handouts, etc.Providing management advisory services related to problems and issues within assigned area and which involve other human resources specialties.Providing expert advice on matters pertaining to regulations, policies and procedures governing human resources functions in areas of position management and classification, pay administration, performance management, recruitment and placement, incentives, and in determining operating procedures are accomplished according to Federal, DOJ, and Agency regulations and directives.As the federal agency whose mission is to ensure the fair and impartial administration of justice for all Americans, the Department of Justice is committed to fostering a diverse and inclusive work environment. QualificationsTo qualify for this position at the GS-0201-14 level, your resume must reflect at least one year of specialized experience equivalent to the GS-0201-13 level in the Federal service. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must identify at least two of the following four statements be identified in your resume.Your experience must include at least two of the following four requirements: Servicing as a senior level HR Specialist leading a team, junior HR Specialist, or projects that perform work in the following functional areas: recruitment and staffing, position classification and management, and employee benefits.Providing advisory services and analysis on staffing requirements, recruitment strategies, special emphasis programs and resources.Preparing reports, maintaining records of work accomplished and presenting information to a variety of audiences (HR Analytics, T2H, etc.).Researching and analyzing legislation, regulations, guidelines, and decisions related to recruitment and workforce planning.YOUR RESUME MUST support your responses to the online questionnaire and the qualification requirements.
