Performs highly skilled technical activities coordinating the daily operation, maintenance, and repair efforts of the traffic signal crew, ensuring availability of resources and skills to complete work on schedule. Work involves serving as field site technical lead, operating, repairing, and maintaining the city's Intelligent Transportation System (ITS) network, traffic control devices, and streetlights, and updating maintenance records and traffic related assets and material inventory.Essential Duties and Responsibilities The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. - Supervises and coordinates, provides guidance to, and reviews the work of individual contributors to accomplish operational plans and results.
- Assists the Traffic Engineering Manager in planning and implementing the goals and objectives of the signal workshop and Traffic Division.
- Prioritizes, assigns, and delegates tasks, monitors status of assignments, and checks completed work for quality, adherence to standards, regulations, and specifications.
- Monitors the costs and timelines associated with completed work; ensures crews have the necessary resources to perform assigned activities.
- Provides guidance and instruction in the proper and most efficient method of accomplishing tasks.
- Provides technical skill on job sites and performs specialized activities, as necessary.
- Encourages the effective use of technology to improve operations.
- Assists with preparing and monitoring the Traffic Division budget on items related to the traffic workshop; confirms expenses and processes invoices.
- Maintains necessary records and logs for all workshop maintenance, service, and safety activities and functions.
- Estimates work scope and determines if work is to be contracted out or handled in-house.
- Identifies and effectively resolves technical problems related to work assignments.
- Plans, schedules, and supervises the work activities of contractors and provides assistance, guidance, and direction as needed.
- Assist in developing, modifying, and reviewing City standards and specifications related to traffic signal and street lighting materials and equipment.
- Acts as back up of Senior Traffic Signal Technician and performs duties as necessary.

SUPERVISION EXERCISED
- Schedules, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
Qualifications MINIMUM QUALIFICATIONSHigh school diploma or GED; supplemented by four (4) years of directly related experience; or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State.CERTIFICATIONS AND LICENSESMust possess an International Municipal Signal Association (I.M.S.A.) Level II or III Certification for Traffic Signal Technician and Certification as a journey level electrician.
- May be required to possess and maintain a valid Washington State Commercial Driver License (CDL) Class A Endorsement and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
PREFERRED QUALIFICATIONSSeven (7) years of journey-level experience installing, constructing, maintaining, and calibrating electronic control or measuring devices comprised of solid-state electronic systems in the signal trade. Additional Information KNOWLEDGE OF
- Traffic signals, video, and street lighting systems, and various other electrical and electronic systems and equipment.
- Troubleshooting, repair, installation, and calibration of electrical and electronic systems including telemetry, lighting, computer control, fiber optics and network.
- MUTCD, NEC and the Washington State Electrical Code.
- Multi-meter, Oscilloscope, and specialized electronic equipment, and various construction equipment including bucket truck, forklift, backhoe, and various other support equipment.
- Hazards related to the work including working at heights, exposure to traffic, fumes, and electricity.
SKILLS AND ABILITIES
- Ability to interpret electronic schematics and symbols, distinguish color coding on electrical wiring, and troubleshoot and repair complex electronic equipment.
- Ability to read and interpret electrical plans and perform all phases of electrical work.
- Ability to perform work at height.
- Ability to use Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
- Ability to clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.
- Ability to have a responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely.
- Ability to maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
- Ability to regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
