Non-Competitive: Three years of full-time experience as a Paralegal/Legal Assistant (see definition below). Definition: a Paralegal/Legal Assistant is someone who applies knowledge of the law and legal procedures in rendering direct assistance to lawyers, clients, and courts; prepares and interprets legal documents and forms; researches, compiles, and uses information from legal materials to provide both written and verbal comments on their findings; and analyzes and handles routine procedural problems independently with minimal attorney oversight. Examples of non-qualifying experience: receptionist, records clerk, bookkeeper, office manager. Substitution: An associate degree (or higher) in paralegal/legal assistant/legal studies program or a certificate in a paralegal/legal assistant program where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND one year of experience as a Paralegal/Legal Assistant (see definition in MQs) OR an associate degree in any field where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND two years of experience as a Paralegal/Legal Assistant (see definition in MQs) OR graduation from an accredited (ABA approved) law school with a degree required for NYS Bar will be accepted AND two years of full-time experience as a Paralegal/Legal Assistant (see definition in MQs). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Duties Description The Legal Assistant 2 will manage the intake and pre-investigation administrative needs of the Housing Investigations Unit. Duties include, but are not limited to: 1. Maintain and update appropriate agency databases and unit data tracking tools both internally and externally; 2. Process incoming and returned mail, including the filing of pleadings; 3. Draft intake review outcome letters based upon attorney and Director direction; 4. Serve as a liaison with an external call center on incoming housing complaints across the state; 5. Serve as a liaison to members of the public; 6. Serve as a liaison with state and federal agency partners; 7. Conduct research to identify and correctly serve parties; 8. Contribute to determinations related to complaint jurisdiction; 9. Correspond with external courts as needed to request and obtain case information and documentation; 10. Ensure accurate keeping of records obtained by the intake unit; 11. Provide telephone support regarding unit questions using databases, statutes, and regulations for guidance; 12. Maintain files ensuring electronic materials are consistent with retention polices; 13. Maintain unit calendars and staff meeting agendas, and other administrative support tasks as requested; 14. Train and mentor new and existing intake staff on policies and procedures; 15. Remain up to date on the latest fair housing laws, both federally and locally; 16.
