NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimumqualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Trainee LevelThere are no minimum education or experience requirements.Full LevelOne year of experience reviewing and processing applications for licensure in professional and technical occupations.70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 4 or higher eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above. 55 B/C QUALIFICATIONS: Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Duties Description The Licensing Services Clerk / Trainee duties in the Division of Licensing Services will include but are not limited to the following:Customer Service (Call-center)• Answer calls and emails related to 38 license disciplines using various databases.• Escalate any issues to supervisors when appropriate.Processing• Review and process applications submitted to the Department of State, Division of Licensing Services for complete information and verify that additional required documentation is present.• Review experience, education, and exam documents.• Handle payments, refund requests and verify accuracy of financial reports.• Correspond and assist applicants and licensees through mail, e-mail, or telephone.Additional Comments The Department of State is proud to be an equal opportunity employer.
