Position Summary:

The Compliance Officer plays a crucial role in reviewing and ensuring Housing Tax Credit (HTC) developments comply with Section 42 of the Internal Revenue Code (IRC) and other affordable housing programs. This role involves analyzing property compliance, conducting audits, and providing technical assistance to property managers and owners.

Key Responsibilities:

  • Conduct on-site monitoring and review HTC portfolios to ensure compliance with Section 42 of the IRC.
  • Collect, process, and analyze reports, including Quarterly Occupancy and Annual Owner Certification Reports.
  • Prepare follow-up correspondence, compliance monitoring reports, and notify owners of any deficiencies or noncompliance.
  • Assist in the development and revision of policies, procedures, and compliance manuals.
  • Provide technical support and training seminars to industry stakeholders.
  • Maintain thorough documentation of compliance activities and ensure proper record retention.
  • Notify the IRS of noncompliance within established timelines.

Qualifications:

Education:

  • Bachelor's Degree in public policy, administration, urban planning, auditing, or a related field.

Experience:

  • Two years of experience managing HTC portfolios, including familiarity with Section 42 IRC compliance requirements.
  • Experience with property or asset management firms is preferred.

Other Skills & Requirements:

  • Strong understanding of single-family, multifamily, and rural housing compliance programs.
  • Familiarity with tax-exempt financing structures and processes.
  • Proficient in auditing tenant files and analyzing compliance data.
  • Exceptional oral and written communication skills to engage diverse populations.
  • Advanced proficiency in word processing and spreadsheet applications.
  • Ability to travel within Mississippi and maintain a valid driver's license.
