Summary Serves as a senior loan specialist in the housing program of a USDA Rural Development State or Field Office. Implements complex loan/grant programs; as assigned, provides matrix leadership to other loan specialists/technicians in carrying out the single-family housing (SFH) programs of the agency. This position is neither remote nor virtual. This vacancy announcement is open to current Rural Development State of Kentucky employees only. Responsibilities Serves as a senior operating loan specialist responsible for the execution of applicable Single Family Housing Division loan and grant programs. Administers a diverse array of single-family housing programs designed to make safe, affordable homes available to under served communities and rural populations throughout an assigned, typically large geographic area. Partners with state and local governments, federal agencies, housing authorities, non-profit organizations, utility companies, and charitable and similar groups to leverage supplemental funding/assistance needed by potential borrowers/grantees. As an operating loan specialist, implements the RD program(s) to provide direct single-family housing loans to individual applicants. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates a thorough knowledge and understanding of complex mortgage or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for agricultural, commercial, and bank loans; servicing a loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation; or similar work; -OR- Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related -OR- a combination of education as described and specialized experience. Education Equivalent combination of experience and education are qualifying at this grade level. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
