Salary: $47,419.00 - $83,983.00 Annually Location : Greenbelt, MD Job Type: Career Job Number: 11357 Department: PGC Parks and Recreation Division: Management Services Division Opening Date: 12/30/2024 Closing Date: 1/28/2025 11:59 PM Eastern Description The Maryland-National Capital Park and Planning Commission, Prince George's County Department of Parks and Recreation, Management Services Division is seeking a Mail Specialist to work within our Office Services Unit (OSU). The Mail Specialist report to the Mail and Courier Operations Supervisor and will serve as the point of contact for mail service vendors and enforce procedures and regulations established by M-NCPPC. The primary responsibility of the Mail Specialist is to process the scheduled work via the instructions and tools available for use. The position will manipulate data files, perform purge/cleaning and create output files, data and list mailing reports, and will write programming code as needed. The position requires the use of specific direct mail utilities that the Mail Specialist will be required to understand and use to perform the essential functions of the position. This position works directly with other team members within the Unit to ensure that quality-control standards are being followed and customer objectives are met. Will participate in process assessment, redesign and innovation initiatives to bring focus and efficiency to work assigned. This position will collaborate with the other Unit operations to support the assigned program(s) of the OSU. Examples of Important Duties
- Serves as the subject matter expert for mail processing to ensure job request contain all pertinent information needed to market targeted audience(s) and meet mail budgetary and procedure requirements.
- Uses mail software programs, platforms and other resources to accurately and efficiently process requests for services.
- Reviews, updates, and process mail data lists to ensure quality control measures are maintained; and imports list to mail processing systems.
- Acts as a Fingerprint Technician responsible for conducting fingerprinting procedures for seasonal new hires within the Department.
- Manipulates data for mail processing and/or variable data printing.
- Creates MIDs/CRIDs and prepares paperwork for mail delivery.
- Responsible for inkjet and digital address layouts, digital operation formatting and design needs.
- Responsible for mail piece design and postal regulations to include daily use of USPS PostalOne! website, mail piece design expertise, mail preparation (i.e., tabbing, tray, sacking, palletization, etc.), address format and placement, and mail classes, mail types, indicia and return address specifications.
- Coordinates job processing flow with operators and other manufacturing teams to promote best workflow.
- Responsible for drop-shipping setup to include evaluating mail files, setup transportation for drop-shipping (i.e., courier, UPS, FedEx), make drop-ship appointments and coordinate priority mail open and distribution.
- Tracks through different vendors to include mail files, tracking codes and supply reports to clients on tracking results.
- Provides project updates to internal and external partners.
- Performs pre- and post-job project activities, such as compares input data to output data to ensure integrity in processing. Saves and archives all data department procedures (i.e., downloading, archiving, recording, etc.).
- Adheres to established quality-control procedures.
- Completes all paperwork and reports for downstream work centers and departments.
- Serves as a back-up driver for Courier service as needed.
- Other duties as assigned.
Minimum Qualifications 1. High school diploma or a Certificate of General Educational Development (GED). 2. Four (4) years of progressively responsible experience that includes at least two (2) years in administrative and clerical support work and at least one (1) year of technical support experience in the administrative management areas of the specific position to be filled. 3. An equivalent combination of education and experience may be substituted, which together total 4 years. Preferred Qualifications
- Strong analytical and project management skills.
- Requires literacy of data list processing, mail list programming, print technologies, production processes and mailroom workflow procedures.
- Knowledge of USPS rules and regulations.
- Knowledge of nonprofit status, permit information and other pertinent information.
- Excellent computer skills, computer software applications to produce and manipulate electronic files.
- Must possess excellent organizational and verbal and written communication skills.
- Professionalism: ability to problem-solve, adaptable to changing needs, and meeting deadlines.
