Graduation from high school, and 1 year experience in construction and building maintenance work; building, ground, landscaping, irrigation maintenance; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Knowledge of parks/grounds maintenance duties. Must possess a valid Florida Driver's License and have an acceptable driving record and maintain an acceptable driving record.

SPECIAL REQUIREMENT

Must be able to use hand tools, read simple blueprints and schematics. Must possess trade skills in one or more of the following: carpentry, plumbing, masonry; landscaping, street construction and irrigation systems.

Code 2 - Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.

Under general supervision, working independently or in teams, may perform work repairing and replacing water mains and water lines; digging up and replacing water pipes, repairing water main leaks and service lines, building manholes, repairing malfunctioning water meters, raising valves, and repairing and installing sewer lines; maintenance and construction work on street and drainage related construction projects; custodial work in the care and maintenance of city buildings/facilities; maintenance and construction trades and light electrical work in city buildings/facilities; may perform litter/debris removal; mowing and other landscape maintenance duties along road rights-of-way and other public property throughout the City; Work may involve maintaining the City's streets, curbs and sidewalks, and applying tar and asphalt, pouring and forming concrete; performing landscaping duties to protect completed project sites; providing repairs to buildings and facilities; and performing repairs on small electrical devices; assisting in surveying by using level and checking established grade lines, operating hand and power tools in preparing concrete, operating a fork lift and hand tamper, and cleaning and maintaining equipment utilized. May be required to use tools of various trades and sweeping, mopping, and using vacuum cleaners to clean floors. Employee may also be responsible for laying cement or asphalt, operating motorized equipment (ditching machines, boring machines), servicing fire hydrants and tapping into water and sewer lines. May be required to coordinate the efforts of the Brevard Correctional Institution-Inmate Labor Program; develop and maintain daily activity and litter/debris collection/disposal reports. May be responsible for the Holiday Flag and Banner Program. Work schedule is flexible and work may be required on holidays and weekends. Employee is required to use tact and courtesy when dealing with the citizens and employees. Employee must exercise some independent judgment and initiative in ensuring proper completion of work assignments. Reports to assigned Supervisor.

ESSENTIAL JOB FUNCTIONS

Installs, repairs and maintains mains, meter boxes, meters, water and wastewater lines; locates mains and lines, and digs ditches; places pipes and fittings into excavated ditches; bores under roads to install pipes; installs water and sewer taps; installs fire hydrants; installs and repairs automatic sprinkler systems; installs and maintains irrigation systems. Responsible for all plumbing and irrigation work in and around all city buildings/facilities.

Repairs leaks to water mains; repairs manholes; straightens or repairs valve boxes and fire hydrants; clears blocked mains and services.

Assists in surveying swales and utilizing surveying equipment.

Operates motorized equipment such as ditching machines, boring machines, hydro hammers, and other equipment used in the installation and repair of water and sewer mains, water services, pumps, valve boxes, hydrants, and associated fixtures. May operate tractors equipped with attachments, such as mowers, fertilizer and seed spreader, aerator and box blade. May be required to use weed eaters and edgers in the performance of assigned work. May be required to operate fork lifts and hand tampers on various projects. May operate hand and power tools installing concrete and performing landscaping functions; maintains and services minor equipment utilized. Uses light or heavy equipment for land clearing and grading.

Installs and repairs asphalt, concrete, sod, and rip rap for construction projects; drainage pipes, catch basins, and manholes; installs concrete curbing and sidewalks; performs manual labor functions maintaining and installing roadway and drainage projects; installs concrete curbing and sidewalks;

Work may include the removal and disposal of obstructions that block the view of regulatory and other signs; the removal and disposal of dead and undesirable trees and shrubbery; the removal and disposal of yard waste and other cut debris; the policing of the public roadways to enhance their beauty and safety; sweeping and cleaning off of sidewalks and roadway surfaces; removal and disposal of non-permitted signs and other non-approved items from the roadways; application of herbicide, pesticide and fertilizer.

Work includes the collection, removal and disposal of litter/debris; mowing; tree trimming and pruning; de-weeding and edging of curb lines, borders, fences, sidewalks and pavement edges; weed and grass trimming around poles, signs, fire hydrants, guardrails, irrigation distribution heads, drainage inlets, trees, shrubs, flower-mulch-rock beds and other objects that may be located within the public roadways and city facilities. Does landscape work, planting trees and shrubs. Trims trees, shrubs and other plants and maintains flower beds; prepares fields for play, trim trees or shrubs, maintain flower beds, police grounds and dump trash cans, mow, weed-eat or edge.

Fills and levels ditches and excavations; patches, grades and repairs roads and driveways.

Loads and unloads equipment on trucks.

Prepares athletic fields for sporting events such as baseball, softball and football, for league or tournament play. Sets up athletic fields and other facilities for special events. Installs and maintains playground equipment, picnic areas and other amenities in the city. Assembles equipment such as bleachers or prefabricated buildings or pavilions.

May be required to patrol and to provide general maintenance to city buildings/facilities replacing light bulbs, repairing walls, building shelving and storage areas, repairing furniture; assemble and erect special settings for programs; dumping trash cans; dusts/cleans windows, fixtures, walls, restrooms; stock/restock dispensers, clean/mop and vacuum as necessary.

Assists in the repair and/or construction of fences, gates, walks, walls, buildings, pavilions, gazebos, restrooms, playground equipment, or roofs on city buildings/facilities etc., using tools of the various trades; perform rough carpentry, plumbing, painting and electrical maintenance in city building/facilities using carpentry or masonry tools.

Responsible for directing traffic around construction sites and ensuring proper signage is displayed.

May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after hour calls.

Responsible for completing any special assignments which are given by the supervisor. Inputs information to supervisor for daily and weekly schedules. Maintains logs and records of maintenance and repair work performed, and of supplies and materials requisitioned and consumed.

Responsible for maintaining a sufficient supply of materials and equipment necessary to perform the tasks assigned.

Must be prepared to assist drivers and pedestrians with route directions when asked.

Responds to citizen and staff complaints and other concerns that involve any of the functions described herein.

Performs routine maintenance to include the daily cleaning of the truck and all equipment.

Responsible for the Holiday Flag and Banner Program and related activities.

May be required to attend public functions representing the City regarding the City's Adopt-A-Road/Median community enhancement programs and Keep Brevard Beautiful and Litter Hot Line Program and support the efforts of the City's Adopt-A-Road Teams by removing litter/debris items piled up under the team signs after a collection cycle has been completed.

Responsible for directing traffic around construction sites and ensuring proper signage is displayed.

Present a neat appearance.

Use courtesy and tact when dealing with the public and employees.

CDL ESSENTIAL JOB FUNCTIONS

In addition to the above, employee drives diesel and non-diesel trucks to haul gravel, dirt and concrete; operates various types of heavy equipment utilized by the Department, such as heavy dump trucks and bulldozers.
