The current vacancy is in the Property Management department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

To analyze and evaluate, design, and implement solutions, programs, methods, and procedures, in order to increase the efficiency of departmental operations and improve the quality and accessibility of business functions, information and processes; to provide instruction regarding the use of line of business systems; to run and modify data reports; and to perform related duties as assigned. (This is the journey or full performance class in this class series. It differs from Management Analyst 1 in that assignments typically require the application of knowledge, skills and abilities typically obtained through previous management analysis experience. Employees in this class may act as project leaders on designated projects.)

Flexible WorkplaceThis position is identified under the designation of ‘flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county's flexible workplace policy.

  • Work closely with subject matter experts (SME's) to gain an understanding of various department operations and business functions; analyze operational systems, programs, methods and procedures by obtaining and discussing relevant information with affected parties; research problems, prepare necessary documentation (such as work distribution charts, flow charts, reference materials, procedures and relevant reports); and apply other appropriate analytical methods in order to develop the information needed to evaluate current operations, determine if existing processes could be enhanced, or to identify operational needs.
  • Evaluate on a continuous basis the results of analyses to be used by the department to ensure they meet business needs by identifying redundancies, unnecessary or wasteful procedures, inappropriate methods, inefficient practices and defining other procedural or operational problems in order to develop plans for optimizing, revising or creating new solutions.
  • Provide initial and ongoing instruction and expertise in the use of line of business and other county, state, or collaboratively operated systems.
  • Design new or improved solutions by establishing a time frame for a scoping phase, design concept or project to be completed, setting priorities for work to be done including proposing work distribution plans, investigating and determining the feasibility of changing procedures through the use of electronic or other means; conduct applications testing, and/or developing other plans to revise or create new solutions of maximal efficiency; and prepare present and provide instruction appropriately to affected parties.
  • Prepare reports on the analysis, evaluation, design or implementation of systems and/or services as required; build, run and modify data reports via query or other tools. This may include extraction of data from internal or external databases.
  • Implement plans for new or revised systems or solutions by planning, scheduling and coordinating related activities, which may include managing system access and backup to line of business applications; may act as system administrator for line-of-business applications.
  • Identify department training needs; develop and update training plans and curricula; plan and execute recurring training programs for new and current employees, including preparing and updating training guides and job aids, as needed.

    Education: Bachelor's degree in Public Administration, Business Management or Administration, Information Science, or a related field.

    Experience: Two years of experience in management analysis or related analytical experience.

    Substitution: Master's Degree in a related field may substitute for two years of the experience requirement. Relevant work experience in excess of the experience requirement may substitute for the education requirement on a two to one basis.

    Certifications/Licensure: Valid class D driver's license required depending on assignment.

    Preferred Experience: Project management, business analysis, EDMS (Electronic Document Management Systems), training and instructional approaches and methodology, knowledge of business line being assigned; data analytics; process mapping; and reporting.

    The examination process will consist of the following section with each section weighted as indicated:

    • Training and Experience Rating = 100%
    The examination for Management Analyst 2 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

    Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Management Analyst 2. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.

    Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

    Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment.     E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Employers may not use E-Verify to pre-screen job applicants and may not limit or influence the choice of documents you present for use on the Form I-9.
