Salary: $53,000.00 AnnuallyLocation : UCMO - Warrensburg, MOJob Type: Exempt Staff Full TimeJob Number: 999471Division: EC General OpsOpening Date: 01/03/2025Description Reporting to and taking direction from the Vice Provost, the Manager of Business and Fiscal Operations will provide departmental leadership, management, and operational oversight for the day-to-day business, administrative, and financial operations for Online & Learning Engagement units to include: Online, Dual Credit, Off Campus, Non-Credit, Summer Programs, UCM Lee's Summit, Study Abroad, English Language Institute, The Honors College, Center for Teaching and Learning, and Greater KC Writing Project. The Manager of Business and Fiscal Operations will manage, lead, supervise, and be responsible for the resources assigned to the position in support of Online & Learning Engagement business operations, fiscal operations, and campus communications. In addition, the Manager of Business and Fiscal Operations will have oversight and responsibility for all Faculty and Adjunct contracts, MOU's and all Legal contracts, certifying and disbursement of Private loans, distribution of student bills, the individual training account process for MO state workforce centers, registration and payment software, and the Center for Teaching and Learning grant activities. This position is a member of the Online & Learning Engagement leadership team.Primary functions of the position include, but not limited to: Manage the fiscal, budget, business, and administrative operations for Online & Learning Engagement; Provide leadership, management, supervision, training, guidance, and accountability of the resources assigned to the position in support of administrative and business operations for Online & Learning Engagement; Manage and maintain vendor relationships; and serve as the Online & Learning Engagement liaison with Accounting Services, Finance and Administration, Human Resources, Provost's Office, Legal Affairs etc. for financial, personnel, and budget-related activities, departmental business operations, University processes, etc. Examples of Duties Manage the fiscal, budget, business, and administrative operations for Online & Learning Engagement: - 35%
  • Serve as the primary financial advisor to the Vice Provost by providing timely and relevant financial information;
  • Manage and oversee financial planning, reporting, budgets, payroll, accounts payable, and accounts receivable;
  • Prepare, monitor, and reconcile the Online & Learning Engagement departmental budgets including the accounting of revenue and expenses for all Online & Learning Engagement departmental operations;
  • Use available tools to develop, analyze, distribute, and interpret financial reports;
  • Oversee revenue and expenditures for the entire Online & Learning Engagement division. Monitor activity against projections and interpret financial implications to the Vice Provost, the University, and unit Directors to facilitate future operations;
  • Develop short and long-term budgets and fiscal projections for various programs, initiatives, and funding requests for new and ongoing operations and projects;
  • Maintain knowledge, research and interpret federal and state regulations as well as University policies and procedures and communicate to staff;
  • Coordinate activities and requirements that affect operational decisions and business processes;
  • Manage and oversee operational processes and policies in support of organizational mission and goals; and
  • Manage internal and external communications with Online & Learning Engagement staff and campus constituents;
Provide leadership, management, supervision, training, guidance, and accountability of the resources assigned to the position in support of administrative and business operations for Online & Learning Engagement: - 25%
  • Provide direct and indirect supervision of employees charged with handling fiscal documents to ensure compliance and accounting;
  • Manage Online & Learning Engagement personnel activities, documents, and files;
  • Develop, lead and provide daily support for the team supporting administrative and business operations for Online & Learning Engagement
  • Engage in departmental policy, planning, and strategy decisions and implement improvements as directed;
  • Analyze effectiveness of existing procedures and policies, and recommend improvements as needed;
  • Manage and oversee payment processes for Dale Carnegie;
  • Authorize and verify the accuracy of purchases made via UCMarket;
  • Plan, prepare, revise work schedules and duty assignments according to budget allotments, customer needs, problems, workloads, and statistical forecasts;
  • Oversee inventory processes assigned to Online & Learning Engagement staff;
  • Provide project management support for those initiatives that cross Online & Learning Engagement departmental boundaries;
  • Work collaboratively with cross-functional teams within Online & Learning Engagement;
  • Provide direct and indirect administrative and business operations oversight with Online & Learning Engagement staff;
  • Manage communications with departmental staff and campus constituents as directed; and,
  • Serve as the Online & Learning Engagement liaison with campus constituents as directed by the Vice Provost.
Manage, maintain, and provide leadership for Faculty and Legal contracts, 3rd party lender relationships, FEC processes, student billing, Professional Development applications, and all vendor communications: - 25%
  • Manage applications in support of operations (Private Loan Providers, registration and payment software, CRM software, Missouri state workforce centers, Faculty EPAF, student billing, etc.;
  • Manage processes, procedures, calculations and communications with Faculty regarding contracts, salary, and FLAC related issues;
  • Establish and maintain vendor communications and negotiate those agreements with vendors, Procurement, Legal Affairs, Accounting Services, etc. as it relates to contracts;
  • Manage private lender processes and serve as the certifying official and disbursement manager;
  • Oversight of and collaboration with the Full Employment Council to assure individual training account funds are received and audited;
  • Manage and oversee the Center for Teaching and Learning professional enhancement grants expenditures and budget transfers;
  • Manage processes, procedures, and communications related to student billings;
  • Serve as part of the strategic workforce development planning team with Online & Learning Engagement; and
  • Serve as the Online & Learning Engagement liaison with Registration and Payment Software vendors and campus constituents as directed by the Vice Provost.
Serve as the Online & Learning Engagement liaison with Accounting Services, Finance and Administration, Human Resources, Payroll, Provost's Office, Legal Affairs etc. for financial, personnel, and budget-related activities, departmental business operations, University processes, etc.: - 15%
  • Primary interface to Human Resources and Payroll regarding personnel (recruiting, hiring, staff action, etc.);
  • Manage the Faculty salaries for the Online & Learning Engagement divisions;
  • Manage the fiscal operations and processes for semester revenue share;
  • Manage fiscal auditing procedures;
  • Serve as a member of the Fee Assessment Team and the Fee Assessment Small Group;
  • Responsible for disputes and discrepancies on all finance-related issues;
  • Serve as the Online & Learning Engagement liaison with Legal Affairs regarding vendor contracts, University policy, etc.; and
  • Administer and enforce UCM and Online & Learning Engagement departmental business and fiscal policies and procedures.
Typical Qualifications Education:
  • Bachelor's Degree in Accounting, Business Administration, Management, Financial Management, or closely related field is required.
  • A Master's degree in Accounting, Business Administration, Management, Financial Management, or related field is preferred.
  • Education may be substituted for experience or if experience may be substituted for education. Note that equivalencies are based on the following: BA/BS = 4 years experience; MA/MS = 6 years experience; PhD = 8 years experience.
Experience:
  • Two years supervisory experience required
  • Five years of experience in financial operations, contracts, budgeting, financial systems and management required with progressively more responsibility in audit controls and planning preferred.
  • Three years of experience in managing business operations and processes with preference in university environment preferred.
