Job Description: 24-Hour Awake Night Manager (CPS Resident Contract Mgr IV) This position reports directly to the Director of Foster Care Litigation Compliance24-Hour Awake Night Supervision with Residential Child Care Contracts division, performs advanced managerial work overseeing the daily operations and activities of managing 24-hour residential childcare facilities and child placing agency contracts. Work involves establishing goals and objectives; developing guidelines and procedures and policies; developing schedules, priorities, and standards for effective, efficient, and accountable management of contracts and established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Works under limited direction with moderate latitude for the use of initiative and independent judgment. This position will be one of two managers who supervise a Night Unit. Essential Job Functions: Manages day-to-day activities of staff in a business function(s), division(s), or department(s). Ensures proper planning, assignment, and supervision of staff assignments and work schedules. Manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning / approving work assignments and quality assurance, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Supervises the work of others. Supervises staff in compliance with administrative policies, procedures, and practices. Supervises day-to-day activities of staff including monitoring output. Ensures staff comply with policies and procedures. Provides direct oversight of scheduling operational site visits of Residential Contract Managers. Monitors performance standards for Residential Contract Managers. Reviews reports on facilities and foster family homes, coordinates and track compliance and after-action tasks. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Establishes goals, objectives, policies, and procedures for effective and efficient administration of contracts for service delivery. Plans and coordinates administrative, technical, and procedural activities including developing and implementing unit guidelines, procedures, schedules, priorities, and standards to accomplish goals, objectives, and tasks for management of contracts. Ensures accurate and effective development, risk assessment, amendment, processing, renewal, execution and close out of client services contracts. Works in collaboration with others to monitor and track unit performance and to provide accurate performance data to Foster Care Litigation. Provides technical expertise and guidance regarding questions related to the business function, division, or department. Develops and facilitates data analysis and reporting to analyze trends and prepare reports for management direction. Works collaboratively to provide clarification for contractors and identifies the need for improved contractor performance. Ensure follow up in evaluating contractor performance and establishing corrective action plans that result in compliance with contractual obligations. Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answers inquiries, addresses issues, or resolves problems or complaints. Represents the residential contracts by providing information, making presentations, and collaborating with internal and external customers. Responds to inquiries on funding processes, procedures, and outcomes. Develops and implements techniques for evaluating business function, division, or department activities. Directs and assesses the evaluation of contracted services and implements recommended improvements. Establishes priorities, standards, and processes for evaluating contractor progress in meeting state and federal standards, rules, laws, and guidelines and implements procedures for improving contractor performance. Plans, implements, coordinates, monitors, and evaluates policies and procedures, and monitors compliance with policies and procedures. Oversees monitoring, management reviews, quality control reviewing, contract monitoring, and project implementation and monitoring Develops and implements techniques for evaluating activities as it relates to implementation efforts and progress towards goals and objectives. Confers with executive management to develop strategic plans and long- and short-term goals for the department. Coordinates effectively with residential contracts director, Foster Care Litigation, program, legal, budget, Contract Oversight and Support and residential contracts staff. Develops work plans and standards for achieving goals; writes reports, develops presentations, and directs implementation of evaluation technique activities. Identifies areas of needed change and makes recommendations to improve operations. Utilizes change management strategies to implement new processes and organizational improvements in response to evolving needs. May oversee the implementation of changes resulting from new legislation. Conduct thorough analysis of relevant legislation and regulatory changes that impact programmatic areas. Stay updated on proposed bills, laws, and regulations that may affect program funding and implementation. Evaluate the potential implications of legislative changes on the program and identify opportunities for improvement or expansion. Develop recommendations for policy changes based on the analysis of legislation and programmatic areas. Provide informed insights on potential improvements, modifications, or expansion of existing policies to optimize program effectiveness and efficiency. May oversee special investigations, program analyses, research studies, and internal audits. Coordinates work with staff throughout the agency on projects that cross divisional lines and communicates implications effectively to residential contracts leadership and staff. Plans and develops a budget, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary. Manages contract management resources, including providing input on budget development, staff allocations, and efficient/effective use of resources. Monitors in-state and out of state budget expenditures related to business needs. Performs related work as assigned. Ability to interpret state and federal laws, regulations, policies, rules and requirements related to public programs Skills in supervising and managing staff Knowledge of managing complex information in support of the management of contracts Knowledge of local, state, and federal laws and regulations relevant to a business function, division, or department; and the principles and practices of public administration and management. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems, and the use of a computer and applicable software Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others. Registration or Licensure Requirements: Must obtain certification as a Certified Texas Contract Manager (CTCM) within 12-18 months from the date of hire. Initial Selection Criteria: Graduation from an accredited four-year college or university. Four years of experience managing or administering residential childcare contracts and/or client services contracts. Two years full time experience as a supervisor or manager.
