Job OverviewResponsible for planning, coordinating and monitoring logistics operations including warehousing, inventory, transportation, and supply chain processes for the department. Serves as the day-to-day leader of departmental logistics, emergency management, and safety operations. This position identifies administrative, fiscal, inventory, and workforce challenges in the division and department and provide resolution and guidance in partnership with other sections, departments, and agencies.

Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
- Manages the department's inventory management (assets valued at over $1M) and purchasing functions - This function is responsible for procuring, warehousing, and distributing over 900 line items of carpentry, electrical, HVAC, plumbing, and janitorial supplies..
- Manages the BOCC's records management functions. This function is responsible for the proper maintenance of over 32,000 boxes of records and ensures that the State of Florida Public Records laws are met or exceeded.
- Manages the County's Surplus Warehouse - This function is responsible for warehousing, and distributing over 11,000 line items of surplus supplies and equipment and oversees the moving contract.
- Serves as Department liaison with Fleet for all vehicle replacements and repairs. Works with fleet personnel and utilizes Dashboard information from M5 and VARA to conduct comprehensive analyses for the proper utilization of the department's vehicles.
- Manages the department's Continuity of Operation Plan (COOP). Works with Emergency Management, IIO, and other departments to ensure host site facilities and systems are capable of supporting relocated personnel to ensure continued services during building evacuations.
- Manages the internal department safety activities, including but not limited to training, performing needs analysis and ensuring all specific safety requirements are properly budgeted for, approved and executed to meet standards. Performs CPR training as required..
- Works with the City of Tampa Fire Rescue Department to ensure that all downtown county facilities meet all Federal, State, and Local guidelines. Manages the County Center fire evacuation procedures and ensures that all Fire Wardens are identified and trained.
- Department representative for the Emergency Support Force (ESF) III team. Ensures that Disaster Assessment Teams (DAT) are identified and equipped in preparation for hurricanes and other natural disasters. Ensures that the Department's EVERBRIDGE and Emergency Response Program are current.
- Manages the County's Fire Inspection program. Works with HCFR to ensure that over 400 County facilities fire inspection discrepancies are corrected in a timely manner.
Job Specifications - Working knowledge of various computer operations and related software.
- Knowledge of best practices related to management of resources either personnel, county policy and/or funding sources.
- Ability to effectively communicate, verbally and in writing, and to understand, follow, and give instructions.
- Ability to prioritize and organize work assignments and safely operate a motor vehicle when required.
- Considerable knowledge of inventory management systems, principles, practices, and methods.
Physical Requirements - Primarily performed in an office environment but may require outdoor and/or warehouse environments as needed.
- Ability to lift and control 50 lbs..
Work Category - Medium Work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Minimum Qualifications Required - Four year college degree in Business Administration, Public Administration or related field; AND
- Valid Florida Driver's License; AND
- Ten years of experience in planning and executing a logistics operation. Five years of which must have been at a supervisory/management level.; OR
- An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
Emergency Management ResponsibilitiesIn the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
