NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. Ability to work in a team environment and manage a sales staff.Duties Description Under the general direction of the Director, Lottery Marketing & Sales, the Lottery Retail Operations Manager is engaged in high level strategic planning to optimize sales, establish sales priorities that align with strategic direction, leads the development of sales and communications tools to assist field staff and retailers, oversees corporate partnerships, sets merchandising standards, and strives to achieve the best possible execution at retail sites.Duties include, but are not limited to, the following: Establishes and aligns sales priorities with strategic direction and ensures priorities are successfully communicated, executed, measured, and reported. Conducts analysis of sales and retailer market conditions and recommends strategies to improve Lottery sales. Oversees the corporate retail sales program, including direct supervision of the Corporate Accounts Manager, providing direction to the corporate staff, updating policies and procedures for corporate chain locations, setting reporting standards, overseeing recruitment efforts and implementing efficiency improvements. Leads the development of retail optimization efforts and ensures field staff and retailers implement industry best practices. In conjunction with the Lottery Regional Director, establishes the statewide retailer sales call standards/expectations and the categorizations of retailer sales calls. Monitors field staff activity and identifies staff development and training needs and ensures training is obtained. Oversees retail equipment and Point-of-Sale distribution programs, including establishing guidelines, development of merchandising equipment and collateral, and budget oversight. Maintains content in both the field staff and retailer web portals, including reports, document libraries, and digital point of sale materials.Additional Comments Prohibition against Playing and Wagering:Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties.
