Job DescriptionUnder general supervision of the Section Manager-Electric Operations, provides overall leadership and direction for the safe, cost-effective and efficient operation and maintenance of the electric distribution system within the Division. Plans, directs and controls Capital, O&M, and human resources in a safe, timely, reliable and efficient manner. Develops and establishes close working relationships with state and municipal agencies. Ensures compliance with all laws, regulations, Company policies and appropriate industry standards.ResponsibilitiesCore Responsibilities
  • Plans and directs related activities for electric distribution construction. Implements plans and programs to improve the performance, reliability and restoration of the electrical distribution system.
  • Responsible for the Division's capital, O&M, Human Resources and Overtime Budgets and ensures the Division is operating within budget guidelines.
  • Evaluates procedures, practices and operations that will improve performance of the system at existing or lower expenditures.
  • Evaluates the performance and integrity of the Division's overhead and underground electrical distribution systems and participates in the development and implementation of goals and plans to improve the reliability of the system.
  • Ensures compliance with operating, housekeeping, and safety procedures to provide for employee safety and welfare.
  • Establishes priorities and assigns human resources to efficiently schedule all repairs and maintenance of the overhead distribution system with special emphasis on storm restoration activities including acting frequently as a Branch Director.
  • Establishes meaningful goals and objectives. Monitors, directs, guides and assists subordinates to successfully meet assigned goals and tasks.
  • Enhances the Company's public image by effectively directing the performance of the organization's field forces and the appearance of its equipment.
  • Instills a sense of Customer Satisfaction in subordinate and peers.
  • Actively seeks methods to increase Customer Satisfaction and improve the Company's public image.
  • Ensures compliance with Company and Electric procedures, policies, specifications and all applicable regulatory codes.
  • Monitors adherence to government and regulatory requirements and provides liaison with their representatives.
  • Emphasizes and achieves the PSC reliability performance mechanisms.
  • Leads the Organization to ensure completion of annual Load Relief Projects and minimizes feeder outages.
  • Directs and enforces the administration of provisions of the collective bargaining contract and conducts union negotiations at the local level.
  • Develops and implements programs to maximize productivity by utilizing and monitoring the Work Management System (WMS) and reviews performance reports.
  • Establishes methods to improve work performance and maintains a high degree of effectiveness by reducing delay and other non-productive time.
  • Establishes and maintains liaison with local governmental agencies to ensure that the Division's construction efforts are in accordance with the municipal codes and other requirements.
  • Must be available to respond to system emergencies on a 24/7 basis. During emergencies, will act in the capacity of SERT Branch Director and or SERT work planner.
  • Performs other related tasks and assignments, as required.
QualificationsRequired Education/Experience
  • Bachelor's Degree and with a minimum of 3 years related experience in Operations or
  • Associate's Degree and with a minimum of 5 years related experience in Operations or
  • High School Diploma/GED and with a minimum of 7 years related experience in Operations
Relevant Work Experience
  • All candidates must have a minimum of 2-3 years experience in the direct supervision of management and/or weekly personnel. Required
  • Must demonstrate a high energy level, be flexible, and be able to handle multiple assignments while meeting deadlines. Required
  • Must possess proven leadership qualities/skills and the ability to motivate people. Required
  • Strong decision-making, organization, interpersonal, oral and written communication, analytical and administrative skills with a solid teamwork orientation, and strong attention to detail are essential. Required
  • Must be articulate, have a professional demeanor and be comfortable dealing with all levels of management, union personnel and customers. Required
  • Computer literacy with proficiency in Microsoft Office Applications and in-house computer systems. Required
  • Must have knowledge of relevant Corporate Environmental and Safety procedures. Required
  • Must have a thorough understanding of productivity and financial reporting systems. Preferred
  • Should be experienced in the preparation and management of a sizable capital, O&M and overtime budget; planning processes; implementing, directing and controlling the work of both union and management/supervisory employees; and handling complex personnel & productivity issues. Preferred
  • Preferred candidate will have electric distribution related work experience. Will have experience in construction, operations, maintenance, and restoration of the electric distribution system, with particular emphasis on Overhead Distribution Systems construction and operation of 5kv, 15kv and 35kv class systems. Preferred

Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able to travel to and within all Company facilities.
  • Must be available during off-hours, and be on call 24/7 to respond to emergencies or direct activities when necessary.
  • Must be willing to work outdoors in all types of weather.
