SALARY RANGE: $72,750.00 - $85,000.00DISTINGUISHING FEATURES OF THE CLASS: The work involves managing the administration of labor and employee relations at the Erie County Medical Center Corporation. The incumbent performs activities associated with grievances, arbitrations, unemployment matters and other labor and employee relations matters. Work is performed under the general direction of a higher-level labor and employee relations employee with leeway permitted for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over lower-level Labor & Employee Relations employees and staff. Does related work as required.TYPICAL WORK ACTIVITIES:
  • Assigns, supervises and evaluates the work of lower-level labor and employee relations staff;
  • Provides assistance in the resolution of employee grievances;
  • Prepares files and witnesses for arbitrations and other hearings;
  • Conducts and manages the performance of employment-related investigations;
  • Develops responses and may represent ECMCC for labor and employee relations matters including, but not limited to: grievances, arbitrations, unemployment, harassment, discrimination, workplace violence, Department of Labor, Department of Health, etc.
  • Manages employee relations activities and advises management regarding issues to improve employee morale and productivity while being supportive of organizational policies, procedures, and objectives;
  • May preside over labor-management meetings in the absence of the Director of Labor and Employee Relations;
  • Confers with and provides interpretation to department representatives and personnel regarding the interpretation of contract language, ECMCC policies and procedures, etc.;
  • Confers with and provides advice to department representative and personnel regarding corrective action plans, counseling and disciplinary actions and procedures;
  • Serves as a liaison to union representatives;
  • Manages unemployment claims, including witnesses and documents;
  • Drafts policies and procedures related to labor and employee relations;
  • Assists in preparing reports and proposals for contract negotiations;
  • Serves as the second chair negotiator and alternate liaison for ECMCC during bargaining unit negotiations to assist in presenting proposals, reviewing opposing proposals and presenting counter proposals;
  • Coordinates and participates in labor management meetings and contract negotiations;
  • Oversees and conducts staff training related to the administration of labor and employee relations at ECMCC.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of legal, employee and labor relations principles, practices and terminology; thorough knowledge of applicable policies, procedures, laws, rules and regulations including, but not limited to, Civil Service Law, labor and employment laws; thorough knowledge of ECMCC collective bargaining agreements and negotiations; thorough knowledge of established labor-management practices; ability to conduct labor and employee relations investigations; ability to interpret, analyze and develop solutions in contract negotiations and various labor and employee relations matters, grievances, arbitrations and instances of improper practice; ability to counsel staff function and management function on applicable labor and employment matters; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; ability to work independently; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM QUALIFICATIONS:
  • Graduation from a regionally accredited or New York State registered college or university with a Master's Degree and two (2) years of professional* or paraprofessional** experience in human resources, law, labor relations, organizational development, staff development, or diversity and inclusion; or:
  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and four (4) years of professional* or paraprofessional** experience in human resources, law, labor relations, organizational development, staff development, or diversity and inclusion; or:
  • An equivalent combination of training and experience as defined by the limits of (A) and (B).
*NOTE 1: Professional experience, as defined by New York State Civil Service, is experience which requires specialized and theoretical knowledge usually acquired through college education or through that experience and other training which provides comparable knowledge. Professional experience in general involves independence of action and personal responsibility for actions.**NOTE 2: Paraprofessional experience, as defined by New York State Civil Service, means work activities involved in the performance of routine duties in a supportive role to a professional, usually requiring less training and/or experience than normally required for professional status. Experience at this level does not have the breadth and depth of final job responsibility found in professional positions (such as in social work, planning, engineering, accounting, etc.) nor does it require the intensity or broad scope of job-related knowledge. Since there are significant differences in the nature of paraprofessional and professional experience, qualifications should clearly identify the level required for experience to be qualifying.NOTE 3: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.@Approved by Erie County
