Position at MTA HeadquartersJOB TITLE: Manager, Trials and InvestigationsSALARY RANGE: $105,960 - $110,960HAY POINTS: 634DEPT/DIV: Labor RelationsSUPERVISOR: Senior Manager, Trials & InvestigationsLOCATION: 93-59 183rd street (Hillside Facility)HOURS OF WORK: 8:00am-5:30pmDEADLINE: Until FilledThis position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.SUMMARY:The Manager, Trials and Investigations will be responsible for leading and carrying out disciplinary investigations, drafting of disciplinary charges, negotiating settlement/pre-trial waiver agreements, preparing witnesses for trial/hearings, conducting official trials/hearing, and providing efficient and timely direction to departmental management with respect to progressive discipline and/or agency-wide standards that must be consistent throughout the LIRR. The position is also responsible for analyzing data and preparing monthly and annual reports with respect to employee discipline, providing management training, and special projects as assigned.RESPONSIBILITIES:* Responsible for planning, leading, and directing the activity of trial procedures for all LIRR departments. Conduct primary investigation to assess whether charges are warranted. Act as a front-line resource for managers seeking guidance on potential disciplinary matters.* Responsible for the Administration support of all documentation for Board Procedures to ensure proper representation for LIRR. Act as liaison between Labor Relations and other departments for issues resulting from trials/discipline.* Conducts investigations, when appropriate, into potential violations of corporate policy by management* Responsible for all special assignments as designated by Deputy Chief Labor Relations Officer, such as ad hoc reports on discipline, investigatory analysis, and recommendations.* Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.* Conduct training for the Assistant Manager, Trial Office, and others on LIRR practices and procedures when running disciplinary hearing.* Other duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIESCOMPETENCIES* Must have knowledge of administering labor contracts and/or conducting trials and investigations.* Must have detailed knowledge of labor agreements and negotiations.* Must have knowledge of trial procedures and have the ability to run trials for Long Island Railroad operating departments.* Excellent communication and interpersonal skills and must have the ability to handle conflicts.* Demonstrated ability to work with all internal levels within a given organization; build and maintain effective relationships with union and management.* Must possess strong judgment skills and must have ability to objectively assess all personnel and labor issues.* Must be a self-starter and possess the ability to make decisions and work with integrity.* Demonstrated ability to work in a high-profile, high-pressure environment effectively.* Must have strong analytical, research and problem-solving skills.* Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.EDUCATION AND EXPERIENCE:REQUIRED:* Bachelor's degree in labor relations, Public Administration, Criminal Justice, Law, or an equivalent combination of education and experience from an accredited college may be considered in lieu of degree.* Minimum (5) years related experience, including at least (3) years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.* Demonstrated supervisory and/or leadership abilities.PREFERRED:* Master's degree in Labor Relations or in a related field.* Juris Doctorate - which maybe substituted for some years of experience.* Knowledge of LIRR corporate policies and procedures.* Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.* Familiarity with the MTA's policies and procedures.* Familiarity with the MTA's collective bargaining procedures.* Basic knowledge of FRA (Federal Railroad Administration), OSHA (Occupational Safety and Health Administration) & LIRR Safety Regulations.* Qualifications or knowledge of the LIRR Book of Rules and Physical Characteristics.OTHER INFORMATION:Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission ).Equal Employment OpportunityMTA and its subsidiary and affiliated agencies are Equal Opportunity Employers, including with respect to veteran status and individuals with disabilities.The MTA encourages qualified applicants from diverse backgrounds, experiences, and abilities, including military service members, to apply.
