POSITION DUTIES
This Position serves as the Program Supervisor of the Howard County Health Department's Medical Assistance TransportationProgram. This program is funded by the State Non-Emergency Medical Transportation (NEMT). Both State and County guidelines are followed to operate this program and provide services. The Medical Assistance Transportation Program (MATP) provides transportation as a last resort for members of the community with no other means. This includes various modes of transportation including sedan/van, wheelchair, and ambulance. The Program Supervisor works collaboratively with the Director, Deputy Director, and oversees the staff of the MATP Program to improve health disparities by assuring access to medically necessary health care services. The supervisor will ensure eligibility guidelines for the program are followed. The supervisor will review staff members self-check reports. The program supervisor completes vendor billing, auditing, and approval of payment. The position will complete grant applications and Request for Proposals (RFP) for vendors as directed by MDH time table and works collaboratively with County to implement. Responsible for MDH site visits. The position also completes the yearly budget of 2.4 million dollars and other fiscal responsibilities as required by the State and Health Department. The position is responsible for completing all monthly and quarterly reporting both internally to the Director and to the State representatives. This position is responsible for all complaints and concerns internally and externally and to work with County and State representatives to complete resolutions. This includes monthly meetings with the contracted vendor and on-site visits.This position is eligible for hybrid telework.50%Program and Vendor MonitoringOversees theMedical Assistance Transportation Program for accuracy and compliance to Stateand County guidelines. Ensure all policies and procedures are abided by.Reviews transportation trends and submits monthly reports to the Deputy andDirector. Attends monthly meetings and provides program updates (1:1,Supervisor, Quarterly Bureau and Town Hall). Reviews scheduled transportationto ensure medical necessity. Confirms client eligibility guidelines areenforced. Ensuring the selected vendor compliance by reviewing no show reportsand canceled rides. Receives and schedules rides for transportation requestsduring staff shortages. Send new clients Medical Assistance Transportationpackets. Confirm appointments verification among staff are processed by Stateguidelines. Communicates daily with Transportation vendor to ensurecommunication and compliance are open. Meet with the vendor monthly to discusstrends. Meeting with the vendor quarterly on site.30% SupervisionApproves leave requests and timesheets. Manages performance of staff by providingguidance, direction and completing semi-annual performance evaluations(PEPs). Addresses any performance issuesin a timely manner and follows HR policies and guidelines when doing so. Facilitates staff development andtraining. Participates in the hiringprocess for vacant positions and onboards new employees. Provides program orientation and updates tocurrent staff. Ensures programmaticdocuments are kept current including (but not limited to) Program Overview andOrientation Plans, bureau/ program specific policies or standing orders,contact lists, etc. Monitors performanceof employees on site and during remote work. Ensure all staff are followingNEMT COMAR 10.09.19. guidelines. Ensure all staff have access to programpolicies and procedures. Assigns training for staff. Responsible for teambuilding exercises. Disciplinary actions for staff as necessary to includeverbal and written counseling follows HR policies and guidelines when doing so.Provides onsite coverage as needed.15% Budgetary and Fiscal Monitoring and ReportingCompleting monthly invoice monitoring and reconciliation.Ensure all modes of transport are paid for appropriately. Assess penalties andcharge accordingly. Monitor monthly billing of transportation to ensureadequate funds for future payments. Contact the fiscal department and completenecessary documentation to request additional funding. Responsible forcompleting the yearly grant budget F738N of 2.4 million dollars.5% Other duties as assigned by the Howard County HealthDepartment:Possess a broad understanding of HCHD services and can referto other programs. Participates in necessary drills and exercises, responds toemergencies as appropriate, keeps abreast of policies and procedures in theprogram, bureau and department.Completes all required trainings. Participates in quality improvementefforts within the program.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.Notes:1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

Desired qualifications:Experience managing/supervising administrative staffExperience determining eligibility for a State and/or Federal program (e.g. Medicaid, Food stamps)Experience with customer service in health settingProficient in Microsoft Office Word, Excel, Power Point, and Outlook applications.Experience in grant monitoring, which includes but is not limited to tracking funding, planning, implementation and data reporting

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
