Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

Long-Term Services and Supports (LTSS) is one of the largest units within TennCare with a team of highly capable staff who are committed to leading the ongoing development and operation of an innovative, sustainable, person driven LTSS system. This program allows older adults and people with disabilities and/or chronic conditions to have choice, control, and access to a full array of high-quality services and supports that assure optimal outcomes, including independence, health, and quality of life.

The Member Insights and Analytics Specialist will play a crucial role in the Quality, Accountability, and Innovation Team by leveraging research and advanced analytics, including predictive and inferential analyses, to support evaluations of LTSS programs and services. This role focuses on using large datasets, such as claims and/or survey data, to assess outcomes, identify trends, and forecast unmet needs. The specialist will contribute to the team's mission of building capacity, enhancing person-centered care, improving member health outcomes, and supporting informed decision-making through data-driven insights.

Key Responsibilities:

  • Utilize advanced statistical methods, predictive modeling, and mixed methods approaches to analyze large datasets (e.g., claims data, ED utilization) and assess program outcomes, including health and safety impacts.
  • Develop and maintain data visualization tools and dashboards to provide clear, actionable, and research-informed insights for stakeholders, with attention to accountability and compliance in outcomes.
  • Automate and streamline data reporting processes, ensuring timely, accurate, and research-ready dissemination of findings.
  • Identify and address data quality issues to ensure the accuracy, reliability, and research integrity of analytics.
  • Collaborate with team members to develop robust, research-oriented evaluation frameworks for both existing and new LTSS initiatives, supporting program accountability.
  • Perform rigorous quantitative analyses to assess program effectiveness, including examining service impacts on health outcomes, delays in service initiation, and areas of unmet needs.
  • Provide research-backed insights and recommendations based on data analysis to inform quality improvement initiatives, strategic planning, and compliance evaluation.
  • Work closely with program leads and the Director to support the development and implementation of quality metrics and research-driven evaluation processes. - Prepare and present data-driven, research-informed reports and visualizations to internal and external audiences, ensuring clear and effective communication of findings
  • Partner with various departments and external organizations to integrate data and research into evaluation and quality monitoring processes.
  • Contribute to the continuous improvement of evaluation processes by developing and refining research methodologies, tools, and frameworks.
  • Stay updated on emerging trends in data analytics, research methodologies, and program evaluation, integrating innovative techniques to enhance the team's research capabilities.
  • Assist in the improvement of data collection methods and validation processes to support high-quality, research-reliable data sources, ensuring accountability in data collection and reporting.

Minimum Qualifications:

Education and Experience: Graduation from an accredited college or university with a master's degree in statistics, applied statistics, social or behavioral sciences, health sciences, business, business administration, or public policy and experience equivalent to two years full-time professional work developing research methodology and/or directing statistical research.

Substitution of Education for Experience: Additional graduate course work from an accredited college or university in statistics, applied statistics, social or behavioral sciences, health sciences, business, business administration, and/or public policy may substitute for the required experience on a year-for-year basis to a maximum of two years (e.g., an additional 36 graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required experience).

OR

Graduation from an accredited college or university with a bachelor's degree in statistics, applied statistics, social or behavioral sciences, health sciences, business, business administration, or public policy and experience equivalent to five years full-time professional work developing research methodology and/or directing statistical research.

Note: A transcript is required for a proper evaluation for this class.

Necessary Special Qualifications: None.

Desirable qualifications:

  • Experience in the healthcare field.
  • Knowledge of health care information.
  • Possesses a graduate level or higher degree in a quantitative discipline.
  • Experience in Tableau or related data visualization software.
