Salary: $31.25 Hourly Location : Deer Park, TX Job Type: Support Job Number: 01070 Department: Parks & Recreation Division: Recreation Opening Date: 02/21/2025 GENERAL PURPOSES This professional and administrative position plans, directs and manages the work of professional, technical and non-professional employees by overseeing the daily operations of the Dow Active Complex, including but not limited to membership sales and retention, membership draft processing, cash handling procedures, customer service, facility rentals, year-round senior, adult and youth classes and child watch services. Develops and administrates yearly budget for the Dow Active Complex. Prepares and coordinates special events throughout the year. This position will also be responsible for offering adult and youth fitness programs and city/community wellness programs. SUPERVISION RECEIVED Works under the general guidance and direction of the Assistant Parks and Recreation Director on behalf of Director. SUPERVISION EXERCISED Supervises full and part-time Dow Active Complex staff, contract staff, and volunteers. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Recruits, trains, supervises and evaluates employees as well as contract staff and volunteers. 2. Responsible for overseeing memberships services and programming staff; communicate effectively official plans, goals, objectives, policies and procedures for Division. Resolves and is proactive in solving problems among staff. 3. Prepares and works with the Marketing/Technical Coordinator to develop media information for release including flyers, brochures and press releases associated with membership sales, programs and events to market the Dow Active Complex. 4. Understand and successfully operate software for program registration, membership sales, facility rental and POS. 5. Help prepare and administer budget for the Division. 6. Help prepare year-end reports on customer usage and revenue of the Division for City Administration and the Parks and Recreation Commission. 7. Help develop, implement and review yearly policies and procedures for Division. 8. Requisitions all supplies necessary for operation of the Division. 9. Prepares monthly reports for Director and the Parks and Recreation Commission. PERIPHERAL DUTIES 1. Assist with coordination and planning of department wide events. 2. Assist administration as needed. 3. Serves as a member of the Emergency Operations Center. 4. Develop and make presentations to community groups. 5. Liaison between Divisions and other Departments. 6. Serves as a member of various city and community committees. 7. Active membership in TAAF, TPPC, TRAPS, NRPA and other professional organizations related to responsibility. 8. Represents the City in meetings and communications with State and National Associations and Federations. MINIMUM QUALIFICATIONS • Bachelor Degree in Parks, Recreation & Tourism Sciences, Recreation Management, Kinesiology, Sports Management or related field. • 5 years' experience in parks and recreation programming and supervision. • Food Manager certification required. May be obtained withing the first 6 months of employment. • Facility Management experience is preferred but not required. • Certifications Parks and Recreation Professional is preferred but not required. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES 1. Knowledge/Ability to organize and conduct a variety of senior, adult and youth programs and events. 2. Knowledge of principles of effective administration, to include planning, coordinating, hiring, evaluating and supervision. 3. Knowledge of membership sales software. 4. Knowledge and understanding of cash handling procedures. 5. Knowledge of food safety and the ability to protect the public from foodborne illnesses. 6. Ensure proper food handler certifications are in place for events as needed. 7. Knowledge of principles and practices in public relations, marketing and promoting community programs and events. 8. Knowledge of membership, facility rental and programming budgeting principles. 9. Knowledge of report and record maintenance principles and procedures. 10. Skills in both written and oral communications for effective expression and clarity. 11. Ability to train quality customer service and team building. 12. Ability to be creative and manage difficult or emotional customer situations. 13. Ability to respond promptly to citizen input/complaints with considerable tact and courtesy. 14. Ability to identify and resolve problems in a timely manner and be able to develop alternative solutions. 15. Ability to exercise sound judgment and make independent decisions in accordance with established City policies and procedures. 16. Ability to analyze, organize, evaluate and review work for efficient results and accuracy. 17. Ability to establish and maintain effective working relationships with supervisors, support staff, contracted personnel, volunteers, participants and other departments, divisions and organizations with which the position interacts. SPECIAL REQUIREMENTS • Valid Texas Driver's License. Prefer Class B CDL with Passenger endorsement. • Knowledge of computer usage and operation. • Position works Monday - Friday, evenings and weekends as scheduled. Some traveling required. TOOLS AND EQUIPMENT USED • Office equipment i.e.; personal computer, fax machine, telephone, copy machines, portable radio, etc. • Vehicles to include trucks, vans and possibly buses, some with the standard shift transmission. PHYSICAL DEMANDS The employee is frequently required to sit, walk, talk and hear. The employee is required to use hands, fingers, handle, feel or operate objects, tools or controls and reach with hands and arms. May also be required to climb or balance, stoop, kneel, crouch or crawl. The employee is required to work outdoors in above average heat and cold as situations require. The employee may occasionally lift or move 50 pounds. Specific vision responsibilities required. WORK ENVIRONMENT While doing the work duties required of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and humid conditions, toxic or caustic chemicals.
