The incumbent is responsible for the day-to-day activities and coordination of an exceptional quality, safety, and compliance program at Mon EMS. The incumbent monitors and makes recommendations based upon clinical and operational data, metrics, and benchmarking. They will achieve this by extracting and analyzing data, building reports, reviewing clinical performance reporting, coordinating, and conducting individual case reviews and investigating incidents. The incumbent will foster a culture of continuous improvement and assist in the systematic implementation of effective practices designed to reduce error, increase efficiency, and improve patient outcomes. They will serve as a resource to leadership and operations to help reduce costs, enhance revenues, achieve effective utilization and quality goals and objectives. The incumbent may also have responsibilities in the areas of Risk Management, Corporate Compliance, and HIPAA Privacy. This position will work closely with other members of Operations, Education, and Administrative teams to plan training and enhance clinical care within the organization. The incumbent will support exceptional clinical operations by independently planning, implementing, controlling, evaluating and improving the educational systems at Monongalia EMS. The incumbent will build an innovative, efficient, and effective educational system and dynamic team to develop and implement cutting edge EMS education and simulation. The incumbent shall develop educational processes to inspire staff to achieve quality patient care, develop upcoming leaders, and implement safe, efficient operations. The incumbent shall meet and exceed clinical and organizational standards; maintaining clinical operational readiness, achieving operational safety; preserving assets and profitability; creating a positive public image; leading as a member of the leadership team to achieve mission and objectives of Monongalia EMS. MINIMUM QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Bachelor's Degree from an accredited college or university in business, statistics, quality, healthcare, safety, risk management or related field. EXPERIENCE: 1. Two (2) years demonstrated work experience in managing QA/QI, risk management, privacy, and compliance programs. 2. Two (2) years of prior experience in safety and risk management. 3. Two (2) years of course coordination, program development, instructional design, and classroom management. PREFERRED QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Master's Degree from an accredited college or university in business, healthcare, safety or related field. EXPERIENCE: 1. Five (5) years of demonstrated work experience in managing QA/QI, risk management, privacy, and safety compliance programs. 2. Two (2) years of experience as an Advanced Life Support (ALS) provider is preferred. CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Conducts case reviews and evaluations of 911 communications for measurement of protocol compliance. 2. Recommends and designs quality assurance and quality improvement evaluation methodologies. 3. Analyzes CAD data to determine trends in response time and resource utilization. 4. Ensures PCR documentation complies with standards set forth by Mon EMS. 5. Support and assist with initial and continuing education, new hire classes, and other education or training programs as directed. 6. Collaborates with Medical Directors and Mon EMS leadership to make recommendations for clinical remediation and/or improvements in clinical standards of practice. 7. Recommends and monitors clinical and educational outreach services. 8. Liaison and point of contact for customer concerns regarding clinical matters. 9. Ensures compliance with accreditation and governmental standards. 10. Assists in research including data collection and written reporting. 11. Reviews and recommends patient care guidelines, policies, and operational procedures. 12. Conducts compliance audits for the organization to test compliance with established laws, regulations, company policies, and managerial guidelines. 13. Presents evidence-based indicators and standards to measure, assess and improve quality patient outcomes and works collaboratively with Mon EMS leadership to approve and implement these initiatives. 14. Develop, support and deliver data analysis and services such as dashboards, scorecards and reports, to measure and trend key Quality Metrics, performance improvement initiatives, and support regulatory reporting requirements. 15. Investigate sentinel events, patient safety concerns, complaints, and deficiencies in standards of care; maintain documentation of QI investigations; and make recommendations for post-investigation actions to the organization. 16. Always maintains security and privacy of all company and patient information in accordance with HIPAA and all other local, state, and federal regulations. 17. Plans, develops, implements, evaluates, reviews, updates, administers, and coordinates all clinical orientation, ongoing education, annual competencies, and mandatory education. 18. Ensures all course content meets or exceeds local, state, or federal standards. 19. Using innovative methods and emerging technologies, develops and manages online content and computer-based learning. 20. Remediates staff as identified in organizational processes (QA, Medical Direction, Medical Command, etc.). 21. Investigates variances and deviations from clinical standards, develops programs, processes, and remediation, to improve quality, improve safety, and decrease risk. 22. Manages online Learning Management System (LMS). 23. Evaluates learner performance, provides feedback, and develops learner remediation plans. 24. Represents the department at quality assurance/quality improvement and educational related local, state, and national meetings. 25. Ensures the highest level of recordkeeping, compliance, and ethics regarding educational content. 26. Plans, develops, implements, evaluates, reviews, updates, administers and coordinates all clinical orientation, ongoing education, annual competencies, and mandatory education.
