Summary The position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Eastern Region, Veterans Integrated Service Network (VISN 6) Salisbury VA Medical Center, Environmental Management Service, Salisbury, North Carolina. Responsibilities During normalworking hours, the position is completely responsible for approximately 118 vehicles. The Motor Vehicle Operator (MVO) Leader is responsible for issuing vehicles to VAMC staff, inspecting vehicles, scheduling state inspections, and car repairs as required. The MVO Leader will be responsible for mandatory vehicle fleet records and collects credit card receipts. The MVO Leader enters information in Federal Automotive Statistical Tool (FAST), Government Service Agency (GSA) Drive-Thru, and Fed-FMS systems. GSA Drive-Thru interacts within GSA for car records and vehicle replacements. The MVO Leader inspects all fleet vehicles daily to ensure no damages and will provide required vehicles with First Aide, Infection control and standard safety equipment. Operates gasoline, and diesel or electric powered vehicles with gross vehicle weight of up to and including 26,000 lbs. Operates vehicles on public roads in urban and other areas under with all types of road and pavement conditions. These vehicles are capable of carrying loads weighing up to and including 1 ton. Operates vehicles to include 14-30 passenger buses, sedans, trucks, and 12 passenger gasoline or electric shuttles to include patient transport vehicles. These vehicles have up to four (4) forward speeds and up to four (4) driving wheels. They are equipped with such driving controls as gear shift lever, brake pedal, accelerator and clutch (when the vehicle is equipped with a manual transmission) and levels for supplying power to the driving wheels. Operates buses and other vehicles with air brakes. Buses are operated occasionally contingent upon activities scheduled by other services and not on a regular and recurring basis. More regular use of the buses occurs during the months of less inclement seasons (e.g., Spring, Summer, and Fall). Drivers must also operate wheelchair lifts, as well as provide instructional training to staff on operation, function, security, and safety of the lifts. Loads and unloads the vehicle by hand, sometimes requiring help from other workers. Ensures that vehicle is not overloaded and that the cargo is protected from weather and secured to prevent falling off the vehicle. Performs operator maintenance on vehicles. Loads, secures, transports, and unloads wheelchair occupants. Uses office computer systems and software applications to input data, retrieve information, update records and print documents. Interacts in a courteous and respectful manner with a wide variety of people on a regular basis. Must possess and maintain a valid state driver's license, Class B and a Commercial Drivers License (CDL). Must complete and pass the Physical Fitness Inquiry for Motor Vehicle Operators. Successful completion of appropriate recurring training courses is use of GSA vehicles and defensive driving. Performs other directly related duties as assigned. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Exert light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. They exert moderate physical effort in the frequent handling of objects weighing up to 20 lbs. and occasionally up to 50 lbs. while loading and offloading cargo. May occasional handle heavier objects while loading/unloading cargo or assisting patients, typically with the assistance of other workers or weight handling equipment. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Greater physical effort may be needed when maneuvering the longer and heavier vehicles, especially when backing these vehicles. Patient transport vehicle drivers may be required to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping and bending.
