Salary: $22.61 HourlyLocation : Tyler, TXJob Type: Regular Full-timeJob Number: 994943Department: Stormwater ManagementOpening Date: 11/11/2024 Purpose Of Position The MS-4 Permit Stormwater Technician plays a vital role in ensuring the City of Tyler complies with the requirements of the Municipal Separate Storm Sewer System (MS4) permit, as mandated by the Texas Commission on Environmental Quality (TCEQ) and the EPA's National Pollutant Discharge Elimination System (NPDES). The position focuses on maintaining environmental compliance, monitoring stormwater discharges, conducting inspections, and educating the community on stormwater management practices. The technician will work under the direct supervision of the Environmental Compliance Engineer and work closely with the other city departments to develop, implement, and enforce stormwater pollution prevention initiatives.Essential Functions
  • MS4 Compliance: Assist in ensuring the city's compliance with the MS4 permit by tracking stormwater management activities and reporting as required by state and federal regulations.
  • Inspections: Conduct routine inspections of construction sites, stormwater infrastructure, and industrial facilities to ensure MS4 compliance.
  • Public Education & Outreach: Support public education efforts by participating in outreach programs to inform citizens, developers, and contractors about stormwater best management practices (BMPs) and pollution prevention strategies.
  • Enforcement: Assist in identifying, investigating, and documenting illicit discharges, illegal connections, and other sources of stormwater pollution. Work with enforcement agencies to address violations.
  • Data Collection & Reporting: Collect, organize, and analyze data related to stormwater activities, inspections, and water quality monitoring. Assist in preparing annual MS4 permit reports and ensure accurate documentation.
  • Collaboration: Work closely with city staff, contractors, and regulatory agencies to implement stormwater management programs, provide guidance on best practices, and ensure compliance with all relevant regulations.
OTHER JOB FUNCTIONS:
  • Investigates drainage and construction concerns and aid in solutions to drainage problems.
  • Gathers and presents evidence as necessary to stop illicit activities. Is willing to enforce City, State, and Federal requirements.
  • Meets with the public to answer questions and provides technical assistance.
  • Performs other related duties as assigned
SKILLS, KNOWLEDGE, AND ABILITIES:
  • Knowledge of MS4 and SWP3/SWPPP permit types and regulations, stormwater management practices, and pollution prevention methods.
  • Proficient in data collection, analysis, and report writing.
  • Familiarity with water quality testing procedures and equipment.
  • Strong communication skills for public outreach and interdepartmental collaboration.
  • Ability to conduct fieldwork in various weather conditions and environments.
  • Working Conditions: fieldwork in varying weather conditions, as well as office-based administrative duties.
  • Interaction with the public, construction contractors, and other city departments
Minimum Qualifications MINIMUM EDUCATION, CERTIFICATION, AND EXPERIENCE REQUIREMENTS:Must have a high school diploma. Must have over one (1) year of experience in stormwatermanagement, environmental compliance, or a related field. Experience with MS4 and SWPPP compliance and NPDES regulations is highly desirable. Must possess a valid Texas Driver's License with a clear driving record.
