PLEASE WHITELIST ALL EMAILS FROM AS STATUS UPDATES FOR POSITIONS ARE SENT DIRECTLY FROM THIS EMAIL.DEFINITION / GENERAL PURPOSE:The MS4 Technician will be responsible for permit regulation relating to the City's MS4 storm water permit, which includes oversight of the Stormwater Pollution Prevention Plan (SWPPP), Construction Site Inspection Program, illicit discharge investigations, storm water outfall inspections, spill response, and education of citizens and employees of the City of Copperas Cove.SUPERVISION RECEIVED AND EXERCISED:Works under the general supervision of the Streets and Drainage Superintendent, with direction from the Public Works Director. ESSENTIAL DUTIES AND RESPONSIBILITIES:The MS4 Technician is responsible for the systematic planning and mobilization of efforts under the state Municipal Separate Storm Sewer System permit program, to include the City's annual MS4 report submittal. The MS4 Technician manages the MS4 program to ensure compliance with inspection, maintenance and enforcement of applicable Federal, State and City codes and regulations as they relate to the functionality of stormwater best management practices. The MS4 Technician advises and provides leadership to encourage compliance; acts as a facilitator to assure compliance and achieve objectives. The MS4 Technician manages assigned resources and projects toward cost-effective and timely results. Requires excellent verbal and written communication skills to communicate Mandatory Control Measures (MCM) and Best Management Practices (BMP) regarding the status of the stormwater management program. Preforms a variety of skilled field and office work involved in the administration and enforcement of the Municipal Separate Storm Sewer System (MS4) PermitAssists with inspections of construction sites and industrial facilities to determine MS4 permit and City Ordinance violations. Respond to and investigate reports of illicit discharges and illegal dumping into the MS4. Respond to spills and leaks into the MS4 and prepare detailed reports of containment activities. Respond to Storm water service requests during precipitation events. Create and maintain appropriate data, records, and files for construction, illicit discharge, or spill response incidents. Assist in coordination of educational requirements established in the City's MS4 permit. Education includes education to citizens and employees of the City of Copperas Cove. Maintain interaction and coordination with other City departments (Legal, Planning, Streets, Code Enforcement), and with private sector users, including business owners, builders and developers. Schedule other Storm water related inspections and meetings. Oversee compliance related contact and communication with builders, developers, business owners, etc. with possible issuance of stop work orders and fines in the occurrence of non-compliance. Performs other essential duties as required to achieve successful operation of the department.The employee must have the ability to work well with others and have a good/pleasant attitude.Regular and timely attendance is an essential job function.PERIPHERAL DUTIES:Serves as a member of various employee committees, as assigned.Meet with individual citizens and community groups to discuss storm water issues and concerns.Other Duties as assigned.DESIRED MINIMUM QUALIFICATIONS:Education and Experience:High school diploma or equivalent required; A Bachelor's degree from an accredited college or university with major course work in Environmental Sciences, Natural Resource Sciences, or similar area is preferred; or any combination equivalent to experience and training required;Storm Water Compliance experience: Two (2) years of progressively responsible experience in Storm water regulations or a related field in which interpretation and enforcement of environmental regulations was a primary responsibility. Previous experience conducting inspections and code enforcement duties is preferred. Valid Texas Driver's License by the date of hire.SPECIAL REQUIREMENTS:Must be able to follow directions.Be a self-starter and show initiative.KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of principles, practices, and planning of storm water management techniques (erosion control, structural controls, best practices, spill response, etc.);Knowledge of social, economic, cultural, and environmental factors related to storm water planning and management activities;Knowledge of local, state, and federal legislation related to storm water management and floodplain management, including FEMA's NFIP program;Knowledge of methods and procedures used in making field inspections and determining compliance with local, state, and federal storm water regulations;Skill to operate within an ArcMap/ArcGIS ESRI program; Skill to read and interpret City Ordinances:Skill to effectively communicate technical information to the general public;Skill to operate office equipment including computer equipment;Skill to operate a motor vehicle safely;Ability to organize and prioritize work to achieve multiple results simultaneously;Ability to enforce codes with firmness, tact, impartiality, and diplomacy;Ability to deliver good customer service when under stressful situations associated with enforcement activities of the City's TPDES/MS4 Permit;Ability to communicate clearly and concisely, both orally and in writing, when dealing with citizens and City staff, and for letters and reports;Ability to work closely with the supervisor and upper management in planning, coordinating, and implementing drainage system construction, maintenance, and operation programsAbility to testify in legal proceedings;Ability to establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.SELECTION GUIDELINES:Formal application, rating of education and experience; oral interview and reference check; job related tests may be required.TOOLS AND EQUIPMENT USED:The ability to operate a motorized vehicle; personal computer, calculator, phone; mobile or portable radio.PHYSICAL DEMANDS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
