The work involves extensive interaction with co-workers and the public by telephone, written communication and in person. The Neighborhood Inspector is supervised and is evaluated by the Neighborhood Inspector Supervisor.Essential Duties:
  • Maintain and compile division records, which include but are not limited to daily inspections performed and monthly reports.
  • Read and interpret City codes, which include but are not limited to zoning, housing, environmental, building, electrical, and plumbing codes. Receive inquiries and complaints from co-workers and the public by telephone, in writing, and in person, and direct inquiries and complaints to the appropriate department/division for administration.
  • Effectively and efficiently operate basic office equipment and small tools including but not limited to cameras, calculators, copy machines, fax machines, telephones, staple guns, 5 pound hammers, ground fault interrupter testers, three-wire electrical circuit analyzers, and sound measuring devices. Effectively and efficiently, operate personal computers. Examine and utilize aerial photo and Sand (Street and Name Designation) maps. Research, file and edit material from Building & Neighborhood Services street files and Planning Services Division files. This entails opening file cabinets, pulling files, reading the contents of the files and returning them to the drawer.
  • Perform daily inspections which include but are not limited to performing the daily Neighborhood Preventive Environmental Surveillance program by posting private properties observed to be in violation for the accumulation of trash and litter, tall grass and weeds, storage of unlicensed/inoperable vehicles, or by informing property owners to abate such nuisance violations as vehicles parked in their front yard or vehicles blocking City sidewalks or the encroachment of vegetation over City right-of-way, the removal of dead trees, removal of illegal Yard Sale signs posted on trees, telephone poles located on City right of way or the removal of accumulated snow/ice on City sidewalks. Inspections require traversing difficult, uneven terrain and being out in adverse weather conditions. Terrain includes snow and ice covered walks, wood, concrete or steel steps, areas of unkept vacant land and yards around buildings, mud or rock covered ground surfaces, steep grades and drainage ditches. Adverse weather conditions include temperatures over 100 degrees and below zero degrees Fahrenheit.
  • Perform Mandatory Rental Housing Inspections, Housing Compliant Inspections and Over Occupancy Housing Compliant Inspections. Inspections include but are not limited to presenting City identification to the owner/manager or tenant and clearly expressing orally the nature of inspection and upon entering buildings, inspecting all areas including but not limited to habitable areas, basements, crawl spaces and attics visually observing the condition of the walls, ceiling and floors, the condition of plumbing, mechanical and electrical equipment, measuring window and door widths and heights, room size and ceiling heights, observing the condition of gas vents as to size, type and condition, observing the condition of furnaces and obtaining input from tenants as to general operating condition, observing the condition of the exterior elements of the structure, i.e., stairs, porches, handrails, siding and trim, and observing the conditions of all accessory buildings, fencing and overgrowth on the property. Accurately and clearly express all observed housing code violations in writing to the owner of property on either a Notice Of Violation report, a Notice of Violation with Intent to Vacate report or a Vacate Unfit Dwelling notice.
  • Issue Non-Traffic Court Citations to property owners/managers, tenants in violation of City Codes. Citations include grass, litter, housing and zoning violations. Prepare Non-Traffic Court Citations by clearly expressing in writing the nature of the violation, citing the appropriate section of the City Code in violation and the appointed court date. Personally, hand deliver the Court Citation to the violator. Effectively testify in court on Non-Traffic Court Citations issued by the Inspector.
  • Assist Building and Neighborhood Services Supervisor and Weed Control Inspector. Assistance includes providing oral and written directives when services are required and may include substituting for each position during absence of personnel.
  • Keep supervisor and other appropriate staff informed of activities as necessary either verbally or in writing.
  • Communicate effectively both orally and in writing.
  • Use tack and good judgement and deal effectively with co-workers and the general public. Work effectively and efficiently both independently and as part of a team.
  • Safely operate a City vehicle, personal vehicle or bicycle to inspection sites and meetings as necessary.
  • Other Duties: Perform other duties and assignments as required to carry out the mission of the Building & Neighborhood Services Division.Work Environment: Work is performed in an office and outdoors exposing the employee to extreme heat/cold weather and operating a vehicle in a variety of weather conditions to perform inspections.Physical Demands: Work in an office and outdoors which requires frequent physical effort, such as sitting, standing, walking over rough or uneven surfaces, bending, stooping, crouching, squatting, kneeling, working in restricted areas, and occasional lifting and carrying of moderately heavy objects between 15-49 pounds. Work also involves perceiving and/or discriminating colors, sounds, depth, and texture.Minimum Acceptable Qualifications: Associates degree in a related field and two (2) years' experience inspecting or working with building, plumbing, electrical and mechanical trades. Five (5) years or more of experience may be substituted for the associate's degree. Have or successfully pass the International Code Council (ICC) Property Maintenance and Housing Inspector Certification test with 10 months of employment. Must have and maintain a valid Illinois Driver's License. Pass a background check, and drug and alcohol test.
