- Administers, maintains, troubleshoots and configures network hardware and devices. Plans, performs and manages hardware and operating software upgrades.
- Plans and coordinates systems deployment. Oversees vendor support, including implementation of systems, licensing, upgrades and problem resolution.
- Monitors the City Helpdesk system and responds to job related tickets.
- Installs, configures, maintains and supports network management servers and equipment including firewalls, website filtering devices, endpoint protection and intrusion detection/prevention systems.
- Ensures reliable operation of the City network. Performs network traffic monitoring, proactive detection and immediate response to performance or security events.
- Identifies Web and network security exploits through the performance of regular penetration testing, reporting and issue resolution.
- Provides after-hour support for infrastructure related emergencies and maintenance.
- Develops, maintains and updates network related technical documentation such as system configurations, procedures, problem fixes, vendor support, contracts and disaster recovery procedures.
- Develops, updates and distributes user instructional documentation and tutorials to City staff.
- Manages the City Virtual Private Network and remote access functions.
- Monitors the network, security and telecommunications needs of the City and client departments.
- Recommends products and methods for applying technology to address organizational needs including security, reliability, accessibility and cost-effectiveness.
- Stays current with new network and security technologies, trends and regulations. Ensures network effectiveness and compliance with applicable regulations, security requirements, policies and procedures.
- Manages the City's printer program including administering printing servers, overseeing printer leases and coordinating device replacements with IT staff.
- Works with other government agencies and outside companies on joint projects to provide secure and reliable inter-connectivity and appropriate access in and out of the City's network.
Other job functions:
- Maintains confidentiality of work-related issues, client records and City information.
- Provides full back-up support for Systems Administrator duties including management of storage, virtual environment, servers, backups and Office 365 environment.
- Maintains current procedures and tasks to explain position responsibilities.
- Performs other duties as assigned.
Qualification Requirements
- Associate degree.
- Six years of experience in information technology including three years performing network administration and cybersecurity.
Requires knowledge of:
- The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
- Experience configuring and managing security and network equipment including firewalls, website filtering devices, intrusion detection/preventions systems, routers and switches.
- General understanding of industry cyber security best practices.

- Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
- Sick leave will be earned at a rate of 8-hours per month.
- Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
- Medical/Dental/Vision plans. We have two health plans to choose from: 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125/month for the employee or $250/month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
- Membership in the WA State Public Employee Retirement System (PERS).
- Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
- $25,000 basic life/$25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
