Salary: $89,193.00 - $133,789.50 AnnuallyLocation : Citrus County, FLJob Type: Full TimeJob Number: 202502173Department: Systems ManagementOpening Date: 01/08/2025Closing Date: Continuous General Description The Network Operations Manager manages the Network Operations Section within the Systems Management Department and all networking and server resources for the County. Acts as primary Network Administrator and oversees network infrastructure, countywide coordination of all servers, workstations, printers, peripherals, networks, and managing the implementation of all server and desktop operating systems and productivity software.The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is located at the Lecanto Government Building in Lecanto, Florida. Essential Functions
  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Consults with Chief Information Officer to identify suitable information systems/applications and coordinate staff assignments and procedures.
  • Supervises network operations for the County including switching, routing, and providing interconnectivity between constitutional offices.
  • Designs, implements, and administers the overall network environment.
  • Manages leased communications networks interconnecting the County and constitutional offices.
  • Serves as primary lead on storage implementation, configuration, and management.
  • Oversees the virtualized infrastructure and planning.
  • Provides information from archival sources for public records requests.
  • Manages email administration.
  • Develops operational and forecast budgets for County IT network operations.
  • Evaluates and recommends software and services.
  • Works with the Security Analyst to implement IT security measures.
  • Consults with County offices considering cloud-based implementations to ensure adequate network resources, coordinate security, and offer advice on overall feasibility.
  • Conducts computer orientation and education programs or workshops; distribute information periodically.
  • Researches, compiles, and assembles information to be used by others; compares data and information; generates regular reports.
  • Keeps abreast of changes pertaining to job responsibilities including, but not limited to, reading journals, manuals, technical instructions, and professional publications.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Performs other duties as required.
Minimum Requirements Education, Training, and Experience
  • Bachelor's degree, vocational technical degree, or specialized training in management of information systems, computer science or closely related field that is equivalent to satisfactory completion of four (4) years of college education in addition.
  • Four (4) years of relevant experience; or
  • Eight (8) years of verifiable experience as a Network Engineer in a lead role.
Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Major networking certification required.
  • Security certifications are highly desirable.
  • Requires strong TCP/IP networking skills with switching, routing, layer 2 and layer 3 VLANs, and OSPF.
  • Requires strong background and experience with firewall configurations and network security.
  • Working knowledge of Brocade Networks command line configurations, preferred.
  • Requires experience with storage technology.
  • Ability and experience speaking formally and informally to management, groups of co-workers, staff in other organizational agencies, the public, and people in other organizations.
  • Ability and experience presenting training; composing original reports, training, and other written materials, using proper language, punctuation, grammar, and style.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have a strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain certification within 90 days in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.

Emergency Response/Recovery Activities
