The incumbent must be certified to practice in the specific specialty area or areas related to the work performed. The work performed must be in accordance with written practice agreements and protocols. The incumbent diagnoses illness and recommends therapeutic and corrective measures, which may include the prescription of drugs, devices and immunizing agents. The incumbent provides information and counseling regarding preventive issues as applicable. The work is performed independently under the appropriate license in collaboration with a licensed Physician qualified in the specialty area. The incumbent retains responsibility for the professional tasks performed within his or her scope of practice. Work is performed in the office and in the field. Supervision is exercised over subordinate personnel. A Nurse Practitioner does related work as required. Examples of Duties Develops a health profile by taking health and development history, performing physical examinations and analyzing clinical laboratory data and other diagnostic tests;Assesses data, discriminating between normal and abnormal findings;Diagnoses health problems and prescribes appropriate treatment or makes referrals to appropriate service providers as required;Where authorized, prescribes drugs and immunizing agents in accordance with the practice agreement and practice protocols;Develops or assists in the development of a health plan for primary, acute or long-term care;Evaluates the health plan for effectiveness and institutes the necessary adjustments or corrections;Initiates and provides emergency care services, as appropriate, in life threatening situations;Coordinates disease prevention and health maintenance programs using available resources;Follows up on patient care by contacting patients by phone and/or conducting office visits to observe signs and symptoms associated with changes in patient's physical and emotional health;Creates and maintains a variety of records and reports related to the work performed including case histories and medical charts;Participates in staff, quality assurance, peer review and other meetings;Supervises subordinate personnel; Acts as a resource person to staff regarding health care and provides health care training to staff as required;May instruct, guide and counsel patients and/or their families regarding medical matters including birth control methods and other reproductive health issues;May perform the duties and exercise the responsibilities of a Registered Professional Nurse; andPerforms other related duties as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of preventive and prescriptive medicine related to the scope of practice; thorough knowledge of normal and abnormal signs and symptoms of physical and/or emotional health related to the scope of practice; thorough knowledge of medical terminology related to the scope of practice; good knowledge of federal, state and local laws and regulations related to the provision of health care within the scope of practice; good knowledge of local medical and nursing service providers related to the scope of practice; ability to perform physical examinations, assess and diagnose the physical and emotional condition of patients and prescribe an appropriate course of treatment; ability to recognize signs and symptoms associated with changes in the physical and emotional health of patients and respond appropriately; ability to initiate and provide emergency care services; ability to understand and interpret complex oral instructions and/or written directions; ability to communicate effectively both orally and in writing; ability to create and maintain a variety of records and reports related to the work performed; ability to understand and empathize with the needs and concerns of others; ability to establish and maintain effective working relationships with others; ability to plan, direct, supervise and accept responsibility for the work of others; tact and courtesy; good powers of observation and analysis; physical condition commensurate with the demands of the position. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. In the event a provisional appointee is appointed to the position from the eligible list, the appointee will be required to serve a probationary period beginning on the date of appointment from the list.
