The Nutrition Program Specialist coordinates the Women, Infants and Children (WIC) Nutrition program's strategy and long-term efforts around community partnerships, health inequities, evaluation and WIC core services. This position implements important connections between direct service efforts and upstream public health approaches to increase participant and community engagement in WIC and related programs' nutrition services and initiatives. This role requires knowledge of or ability to learn nutrition programs structures and services content, health equity and promotion, nutrition vulnerability and food insecurity, and managing community partnerships in communities of color who may have or are currently experiencing challenges of engaging with government systems that operate with a white supremacy framework. Partnerships will include serving as the WIC representative with the Future Generations Collaborative, and participating in community gatherings within the Native American and Alaska Native communities. This position requires working knowledge and experience of the traditions, values, and customs of the Native American/Alaska Native (NA/AN) communities being served.
As the Nutrition Program Specialist - Native American /Alaska Native Culture KSA, you will:
* Provide program planning and development on the coordination and linkage of efforts related to the program's work.
* Develop relationships to effectively communicate, navigate, and work with WIC participants, internal staff and WIC's prioritized community group to educate on and implement initiatives.
* Develop work plans; maintain and track work plan tasks to ensure implementation and completion of program initiatives.
* Analyze program objectives related to program initiatives, policies, identify gaps, problem solve and select most appropriate solutions.
* Maintain and finalize Memoranda of Understanding (MOUs), community partner contracts, and administrative documents as needed; track data on event planning and actions taken.
* Serve as WIC representative with the Future Generations Collaborative Coalition, participate in community gatherings within the Native American communities.
* Develop grant applications and write project and funding proposals; negotiate and monitor contracts or grants.
* Develop new or expand existing community partner relationships with the Native American/Alaska Native community-based organizations, groups, and community leaders.
* Provide capacity building for Native American/Alaska Native organizations and groups and their Community.
* Develop and execute communication and engagement plans.
* Develop presentations for community partners on WIC; collaborate with the communications team as needed.
* Collect, compile, and manage data; develop client feedback surveys and evaluation materials.
* Analyze nutrition education, outreach, caseload and other WIC services data; communicate assessment and evaluation updates via regular reports.

Minimum Qualifications/Transferable Skills*:
* Education/ training equivalent to a bachelor's degree.
* One (1) to four (4) years of relevant experience that demonstrates the ability to perform the duties of the position.
* Must have working knowledge and experience of the traditions, values, and customs of the Native American/Alaska Native (NA/AN) communities.
* Must pass a reference check.

* Deep understanding of and experience addressing the systemic barriers that perpetuate disparities for community members who experience marginalization.
* Experience developing multiple work plans or managing grants.
* Two or more years of relevant experience preferred.

Hybrid Telework: This position is designated as hybrid telework, meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Professional Plaza 102 at 131 NE 102nd Avenue, Portland, OR 97220.
