Role Overview:

Key Responsibilities:
As an Owner Authorized Representative OAR II, you will be responsible to:
- Manage, oversee, and coordinate all phases of assigned projects, including pre-construction, bid and award, construction, and close-out.
- Review pre-construction documents and provide feedback to the designer as needed.
- Plan, organize, and prepare reports for upper management on project status and progress.
- Coordinate with public agencies during pre-construction and construction to ensure compliance with off-site work requirements; liaise with District and project staff.
- Manage project budget and schedule to meet District quality standards; monitor the budget monthly to ensure accurate reflection of project status and progress.
- Oversee daily contractor activities, review construction schedules and submittals, and coordinate responses to contractor inquiries through Requests for Clarifications (RFC) and related documents.
- Review contractor substitution submittals to ensure compliance with specifications and/or District requirements.
- Receive, review, and negotiate Contractor Change Order Proposals to achieve fair pricing per General Conditions; review and address schedule impacts in line with project specifications promptly.
- Review and monitor payment processes for contractors, architects, engineers, and other relevant parties.
- Administer provisions of Professional Service Agreements between Architects and the District.
- Coordinate the District's delivery of related fixtures, furniture, and equipment.
- Monitor and manage project close-out activities to ensure completion according to standards.
Minimum Requirements:
- Experience: Fifteen (15) years full time paid professional experience in Construction and/or a combination of Project and Construction Management of Commercial and/or Public/Educational Facility Construction. Five (5) of the fifteen (15) years should have full responsibility for coordinating complex projects with construction values in excess of $20M.
- Education: Bachelor's degree in Architecture, Engineering, or Construction Management, Graduation from a recognized college or university with a bachelor's degree OR Graduation from a recognized college or university with a bachelor's degree and candidate must be able to complete the Certified Construction Manager (CCM) credential within one (1) year of employment in the Facilities Services Division of the Los Angeles Unified School District OR College undergraduate but possess more than 20 years of Construction or Project Management experience, and must complete the Certified Construction Manager (CCM) credential within one (1) year of employment in the Facilities Services Division OR Possession of a valid Certified Construction Manager (CCM) credential which may substitute for the required education.
Preferred Qualifications and Certifications:
- Experience utilizing Building Information Modeling (BIM).
- Experience with design building.
- Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS).
- Experience with Division of the State Architect (DSA) construction/design processes.
- Safety Certification: OSHA 30 certification for safety compliance.
- A valid Certificate of Registration as an Architect by the California Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors.
- A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).
