Duties Description The incumbent will report to the State Preparedness Training Center (SPTC) Administrative Support Unit. Duties include but are not limited to:

* Assist in the registration of prospective students who attend training at the SPTC.

* Maintain detailed training records of students who attend training at the SPTC.

* Assist with check-in and ID confirmation of students upon arrival to the SPTC.

* Ensure prerequisites are met prior to enrolling students.

* Send appropriate correspondence to prospective students regarding enrollment status.

* Assist other office staff members with their duties and fulfill their duties in their absence.

* Answer a multiple system phoneline including taking messages and transferring and announcing calls to the appropriate receiver.

* Respond to email inquiries from customers.

* Maintain files, correspondence, documents, records, and materials.

* Perform routine office support activities such as scanning and making photocopies.

* Demonstrate proficiency in Microsoft Word, Excel, and Outlook.

* Maintain accurate records of meeting discussions and organize them for distribution as needed.

* Track and maintain various records and reports using agency systems such as Statewide Learning Management System (SLMS) and Acadis Learning Management System (LMS).

* Create course offerings, student profiles in LMS, and course completions.

* Maintain efficient organizational and technical skills while scheduling and performing work assignments.

* Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicles is required, or otherwise demonstrate their capacity to meet the transportation needs of the job.

* Perform other duties as needed.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

One year of clerical experience.

Provisional Qualifications:

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for taking the examination are:

You must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as: an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. Qualifying titles are available at:

52.7 Non-Competitive Promotion:

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have had one year of permanent competitive or 55-b/55-c service as an Office Assistant 1; or one year of permanent service in a clerical, or keyboarding title allocated to Grade 6 or higher, and must not have failed, or failed to take the last holding of the promotion examination for the title listed above. Applicants may also be appointed to this position if currently reachable of the appropriate eligible list; OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Office Assistant 2 and are interested in reassignment; OR are a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 07 and eligible for transfer under Section 70.1 appropriate of the Civil Service Law.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
