DescriptionPosition: Zoning & Solid Waste Office ManagerLocation: Sandstone, MNUnion: Road & Bridge Technician Unit 1 FLSA status: Non-Exempt, Full-timeGeneral Definition of Work:Performs intermediate administrative work in relation to the county zoning, shoreland, floodplain, buffer, subdivision, and subsurface sewage treatment systems (SSTS) ordinances, Solid Waste Facilities, and GIS related work for all county departments. Provides information to the public, other county departments, real estate attorneys or title companies in person, over the telephone, and in writing. Work is performed under the limited supervision of the Land Resources Manager.Essential Functions
- Provides general administrative support to Zoning and Solid Waste operations including preparing correspondence with property owners, surveyors, consultants, and attorneys.
- Prepares and reconciles deposits of Pine County Transfer Stations and all other department revenues.
- Ensures accurate and timely payment of vendors.
- Reviews property sale listings, determines point-of-sale septic inspection requirements, and communicates with property owners regarding non-compliance.
- Conducts preliminary office review of building and site plans to determine compliance with ordinances.
- Reviews all subdivision requests, provides application information to County Surveyor for minors subdivisions and issues certificates of minor subdivision or exemption letters.
- Assigns permit files to technicians, maintains database of whom files are assigned to, coordinates and schedules inspections of SSTS throughout the construction process, tracks progression of permit files.
- Proposes forms, prepares reports and assists in the drafting and revisions of office procedures.
- Maintains office county website to ensure information is up-to-date.
- Prepares reports, agendas, and minutes for the Zoning Board.
- Provides County Attorney's office with required information for enforcement actions.
- Assists with operation of Pine County Solid Waste programming including Pine County operated transfer stations, household hazardous waste facility, recycle sheds, Hinckley Transfer Station programming, agricultural plastics recycling program.
- Provides preliminary review of complaints and ensures enforcement of County ordinances in coordination with the Land and Resources Manager and County Attorney.
- Manage low-income grant and low-interest loan septic upgrade programs and county well water testing program.
- Fiscal administration of One Watershed One Plan grants.
- Developing, updating, maintaining, analyzing, and reporting of geographic and related information for all departments, utilizing the County's ESRI ArcGIS Desktop Software.

Comprehensive knowledge of standard office equipment and software including Microsoft Access and Publisher and general knowledge of web creation software.RequirementsMinimum Qualifications:
- Associate's degree in Business Administration, Accounting, GIS or related field and moderate experience in a clerical or natural science or environmental setting, or equivalent combination of education and experience.
- Knowledge of Legal Descriptions
- Valid driver's license.
