Job Overview
This position serves to manage a section within the Hillsborough County Comprehensive Emergency Management Program. This position may be responsible for Operations, Planning or a combined Logistics and Finance/Administration Section and will supervise Emergency Management Coordinators working in that section. Under the leadership of the Division Director, the Section Chief will work to ensure that all preparedness (prevention, protection, mitigation, response, and recovery) activities are accomplished according to all local, state, and federal guidelines. This position also supports all aspects (and related resources) of Office of Emergency Management (OEM) programs and functions within the assigned section. This position directly supervises three to four personnel. This position also ensures that enough County personnel are trained to perform assigned functions in the County emergency Operations Center (EOC) during an activation as well as in the field in support of disaster operations.
This position reports to the Division Director of the Hillsborough County Office of Emergency Management, and performs professional administrative, operational, and supervisory duties in planning, organizing, directing, and reviewing the Emergency Management Program pursuant to Florida Statutes, which includes being on call 24 hours per day, 7 days per week.

Key Responsibilities
* Responsible for unifying county prevention, protection, mitigation, response, and recovery activities to include related funding and grant programs.
* Manages the development, implementation, and maintenance of emergency management plans, programs, and operating procedures to meet county, state, and federal compliance standards.
* Assigns and reviews staff's projects required by Florida State's Scope of Work items to ensure compliance for continued State Emergency Management Preparedness and Assistant (EMPA) Grant and federal grant funding. Prepares and implements the County Emergency Management Program Strategic Plan.
* Manages section within the Office of Emergency Management (OEM) and administers related activities.
* Directs emergency functions within a section during exercises and emergency events.
* Works with external partners and community members to ensure that the emergency management program and associated activities are coordinated with community organizations as required to implementation of the program.
* Advises county leadership, departments, and elected officials on emergency management issues.
* Participates in county, regional, and state planning meetings and related activities.
* Manages the maintenance of accreditation under the Emergency Management Accreditation Program (EMAP) of required exercises addressing preparedness, response, recovery, and mitigation strategies for natural and manmade disasters. Ensures and approves required reports are developed and submitted.

* Implements emergency management programs to include prevention, protection, mitigation, response, and recovery.
* Initiates action to obtain appropriate federal assistance by preparing a request that the community be declared a disaster area following a large-scale natural disaster.
* Coordinates Federal Public Assistance and Individual Assistance disaster reimbursement processes for the county and municipalities within.
* Plans, assigns, directs, and evaluates work of OEM staff, including recommendations for related personnel actions, i.e., hiring, firing, disciplinary actions, etc.

Minimum Qualifications
* Bachelor's degree from an accredited college or university in Emergency Management, Planning, Communications, Emergency Services, Business or Public Administration, or related field; AND
* Five years of experience in a comprehensive emergency management program, including project management specifically related to local government emergency management operations or a related field, along with budget management experience; two of which must have been in a supervisory capacity.; OR
* An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies; AND
* Completion of the FEMA Professional Development Series (PDS); AND
* Completed Incident Command System (ICS) 100, 200,700, and 800 courses; AND
* Completed Incident Command System (ICS) G-300 and G-400; AND
* Possession of a valid Florida Driver's License.

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
