Job Description
The Iowa Department of Public Safety (DPS) is seeking to fill anAdministrative Assistant 2position within the Commissioner's Office of the Department of Public Safety.
Organization Background:
The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.
Job Duties:
Develop and administer the entire open records process. Responds to informational and operational requests sent to the Department of Public Safety ensuring compliance with state and federal laws, rules and guidelines based upon review and analysis of relevant facts, data, policies and information. Direction and oversight of DPS personnel in the approval for the release of all responsive documentation and production of records responsive to the request.
Develop and maintain agency-wide open records policies, procedures, and trainings with a focus on quality improvement and performance management to ensure timeliness of customer response. Maintain the retention schedule, promote maintenance, security, and disposal of records, provides schedule updates to the State Records Commission, and become the agency expert of record retention matters.
Confer and correspond with the Department's General Counsel when necessary to acquire information on responding to record requests. Address questions from the public regarding specific Departmental reports, providing guidance or documents as allowed under Iowa law based upon review of relevant facts, data, policies and information.
Monitor decisions of the Iowa Public Information Board for impact to the agency. Coordinate with the Department's Strategic Communications Bureau, Public Information Officer and Department leadership on complex requests as necessary related to upcoming release of records. Organize, facilitate and distribute criminal as well as civil subpoenas that are received by any of the five law enforcement divisions within the Department of Public Safety.
Assist the Strategic Communications Bureau on Department messaging, outreach and strategic planning. Provide input for Departmental policy updates regarding Freedom of Information Act requests. Discuss compliance issues to ensure staff are informed on reporting policies and practices

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a bachelor's degree in any field, and experience equal to one year of full-time administrative support (e.g., screening visitors and callers; opening/distributing mail, typing/proofing documents, letters, and reports; organizing files; scheduling meetings/appointments; arranging travel; processing travel claims; ordering supplies/equipment) or technical support work (e.g., determining budget, personnel, and equipment needs; compiling/evaluating statistical, historical, economic, business, financial or technical program data; interpreting or securing compliance with laws, rules and regulations; reviewing operating records/reports and evaluating their effectiveness).
+ A total of five years of education and/or full-time experience (as described in number one) where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1.
