The Frederick National Laboratory for Cancer Research is operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases. PROGRAM DESCRIPTION

The Environment, Health, and Safety (EHS) programs at the Frederick National Laboratory for Cancer Research and the National Cancer Institute at Frederick provide comprehensive professional EHS services to employees working in general offices, industrial shops, experimental research laboratories, and animal care environments. Work is performed within the offices of the EHS Directorate and on multiple campuses in various customer locations.

The position is responsible for the review and analysis of complex initiatives and projects to ensure operational alignment of stakeholder requirements.

The position will work collaboratively across NCI at Frederick and Frederick National Laboratory organizations to ensure the operational requirements are considered and implemented. Projects may include construction, systems, new safety requirements, laboratory refurbishments or instrumentation installation and the position will be involved from the design phase through implementation and maintenance to ensure the operational requirements have been considered. The position will periodically review and update requirements as scientific and facility needs and capabilities evolve.

KEY ROLES/RESPONSIBILITIES

  • Review the requirements of the proposed project plan, e.g., building construction, software implementation, and determine operational requirements to be considered.
  • Engage EHS, scientific, and facilities subject matter experts for additional requirements or considerations that need to be included.
  • Represent the group in project meetings to ensure operational requirements are considered and applied for implementation.
  • Coordinate across stakeholders, e.g., FME, Lab Staff, Government Customer(s), to determine needs and translate to operational plan and tasks with a focus on requirements to ensure environment, health, safety, and security along with continuity of operations requirements are met.
  • Establish, link, and ensure maintenance of information in software applications to include Plan-On, Maximo, Cority, Cognos, and PowerBI.
  • Develop a system or program to track the operational requirements for assigned projects to include data connection with multiple systems.
  • Integrate necessary components into the FNL Emergency Management Program.
  • Interface with key stakeholders, internal and external, to establish program expectations and parameters.
  • Write, implement, and maintain program descriptions and procedures.
  • Establish reports and dashboards.
  • Provide periodic reports to stakeholders; provide periodic training to stakeholders.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
  • In addition to the education requirement, a minimum of two (2) years of related experience.
  • Comprehensive knowledge of facilities and biomedical research laboratories and ability to apply.
  • Comprehensive knowledge of operational activities required to support biomedical research and ability to apply.
  • Comprehensive technical skills required to interface with complex software applications, integration of data, and reporting as needed.
  • Technical understanding of facility systems, scientific instrumentation, and research processes, technical requirements in biomedical research and ability to integrate.
  • Broad understanding of environmental, health, and safety laws and regulations and ability to translate to operational requirements.
  • Proficiency with Microsoft Excel.
  • Ability to look at the “whole” picture, determine downstream impact, and translate to actionable considerations.
  • Ability to manage a timeline and project requirements to fruition.
  • Ability to communicate effectively such that the requirements are represented in a professional manner.
  • Ability to obtain and maintain a security clearance.

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Experience with Maximo.
  • Familiarity with animal facility requirements and AAALAC regulations.
