Under limited supervision, performs professional, supervisory, and administrative work in the supervision, oversight, and management of divisions within the Public Works Department. Work involves supervising staff; training, coordinating, and directing the operations of the Roadway Divisions; maintaining responsibility for planning, budget, policy and procedures, and reporting; planning, organizing, and implementing projects within Department and Council priorities; reporting progress of major activities to executive level administrators through reports and conferences; and handling the responsibility for field level response to emergency situations. Employee must also exercise tact and courtesy in contact with public officials, developers, contractors, and the general public. Reports to the Assistant Director of Public Works.To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. Since every duty associated with this position may not be described herein, employees may be required to perform duties not specifically spelled out in the job description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this job description.* Supervises department employees, which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.* Supervises field operations and administrative staff; plans, coordinates, and assists in directing Maintenance Contractors and City Forces in The Operations Maintenance Zones.* Develops emergency plans; trains personnel; develops and implements policy and procedures, performance measures, and standards; ensures compliance of policy and procedures by staff.* Ensures division operational compliance with Federal and State regulations.* Prepares annual budget requirements for the Division; implements new programs to effectively manage resources.* Oversees, reviews and approves expenditures; prepares financial forms and reports.* Coordinates divisions interface with Engineering Division design and construction projects.* Develops and maintains SOP's for divisions.* Recommends and monitors CIP projects to enhance and maintain system operations.* Receives and investigates public complaints.* Develops reports, correspondence, data, etc., for divisions, departments, and the public.* Coordinates Public Works SGR Paving, Maintenance Paving and Ditch Maintenance Projects.* Reviews plans and specifications for CIP projects.* Coordinates and implements new and existing department programs.* Establishes and implements long-range plans and programs; establishes specifications for the acquisition of major pieces of equipment.* Receives and/or reviews various records and reports including budget status report, invoices, leave records, vehicle reports, safety reports, and State and Federal compliance reports.* Prepares and/or processes various records and reports including departmental budgets, regulatory compliance reports, and accident review and reporting.* Refers to construction plans and specifications, operating manuals, repair manuals, computer program manual, etc.* Operates a vehicle and a variety of office equipment such as a computer, fax machine, copier, etc.* Uses pipe safety equipment, general office supplies, and computer software such as Microsoft Word, Microsoft Excel, Access, Water/Sewer Cadd, ArcView, etc.* Interacts and communicates with various groups and individuals such as the immediate supervisor, division staff, department staff, City staff, regulatory agencies, contractors, consultants, and the general public.* Attends and conducts staff meetings; gathers and maintains information to support periodic and special reports.* Assists Department personnel with operational responsibilities.* Assist with preparation and application of grants and funding programs to include the input of information into the appropriate input portals.* Performs other related duties as required.Requires a Bachelor's degree in Civil Engineering or related field with 3 to 5 years of progressively responsible experience in system operations; or any equivalent combination of education, training and experience which provides the required skills, knowledge and abilities. Requires a valid driver's license.Pay is determined based upon experience* Knowledge of the methods, policies, and procedures of the Public Works Department as they pertain to the performance of duties of the Public Works Operations Manager.* Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.* Knowledge of the organization of the City and of related departments and agencies.* Knowledge of and skill in the maintenance of efficient filing systems.* Knowledge of proper English usage, vocabulary, punctuation and spelling.* Knowledge of basic mathematics.* Knowledge of the principles and practices of supervision including planning, organizing, staffing, leading, and controlling.* Knowledge of Federal, State, and local laws, ordinances, and regulations pertaining to the Public Works Department.* Knowledge of standard laboratory principles, techniques, terminology and equipment.* Knowledge of the current literature, trends and developments in the field of plant operation.* Knowledge of modern office practices and equipment.* Skilled organizational, customer service, and clerical skills.* Skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence.* Ability to comprehend, interpret and apply regulations, procedures and related information.* Ability to use computers for data processing and records management.* Ability to type accurately at a rate sufficient for the successful performance of assigned duties.* Ability to operate and maintain a variety of office equipment as necessary in the performance of daily activities.* Ability to understand and follow specified operating and recording procedures.* Ability to make repairs of equipment operated.* Ability to exercise independent judgment based on training and experience in making decisions and coordinating the proper operation of equipment.* Ability to keep accurate records and prepare reports.* Ability to effectively express ideas orally and in writing.* Ability to make oral presentations before groups of people.* Ability to establish and maintain effective working relationships as necessitated by work assignments.* Ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar or divergent from obvious standards) of data, people or things.* Ability of speaking and/or signaling people to convey or exchange information. Includes giving receiving instructions, assignments or directions to subordinates or assistants.* Ability to read a variety of narrative and statistical reports, correspondence, invoices, etc.; to prepare correspondence, reports, narrative and statistical reports, forms, studies, graphs, charts, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.* Ability to speak to people with poise, voice control and confidence.* Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.* Ability to record and deliver information, to explain procedures, to follow oral and written instructions.* Ability to communicate effectively and efficiently in a variety of technical or professional languages including engineering, chemical, and biological terminology.* Ability to utilize complex mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; understand and apply the theories of algebra, geometry and logarithmic functions.* Ability to inspect items for proper length, width and shape.
