Salary: Depends on QualificationsLocation : Beaumont, TXJob Type: Full TimeJob Number: 5684Department: Solid WasteDivision: Solid Waste AdminOpening Date: 10/22/2024Duties and Responsibilities Essential Job Functions: Plans and organizes all of the activities and operations of the Solid Waste Division to ensure efficient and economical operations; conducts field and office research on neighborhood service/ collections, disposal and other related areas; initiates studies and investigations of present and/ or potential problem areas; explores new technologies related to solid waste operations and management; oversees the day-to-day waste collection operations; assists in the purchasing of materials, supplies, and equipment; monitors division's fleet-related activities and safety program; promotes effective, efficient, and economical actions for public service in accordance with city and departmental policies and philosophy; develops and monitors the department' s annual operating budget; participates in the selection, training, discipline, and performance appraisals of subordinates; prepares summaries, recommendations and reports; develops and implements computer programs related to solid waste management; ensures compliance with Federal, State and Local laws and regulations related to solid waste operations; directs the development of new programs and changes to existing programs as required to meet new laws or to improve efficiency; recommends changes in user rates and ordinances governing the Solid Waste Division; and administers landfill construction contracts and operates a 1,240 ton per day landfill.Other Job Functions: Performs other duties as required. Works Monday- Friday 7:00 a. m. - 5:00 p.m., and extended hours when necessary. Minimum Essential QualificationsKnowledge: Knowledge of the principles and practices of solid waste collection and disposal operations; knowledge of the materials, methods, and equipment used in the operation and maintenance of solid waste collection and disposal systems; knowledge of Texas Commission on Environmental Quality and E.P.A. Rules and Regulations; knowledge of administrative practices and procedures as related to municipal management; knowledge of contract administration; knowledge of current literature sources of information, trends, and developments in municipal management; knowledge of contract administration; knowledge of current literature sources of information, trends, and developments in municipal solid waste management; knowledge of computer applications for municipal functions; knowledge of municipal budgeting.Skills/Abilities: Demonstrated ability to plan and direct the work of subordinates; ability to successfully resolve administrative and technical problems; ability to establish effective working relationships with fellow employees, city officials, and the general public; ability to plan and direct varied programs and operations in the field and office; ability to plan for municipal needs, to delegate and distribute personnel, and to coordinate and review the work of operating divisions; ability to establish and maintain effective working relationships with City officials, employees, officials of other governmental jurisdictions, and the public; ability to express ideas effectively, orally and in writing; skill in the use of personal computers.Physical Requirements: Frequently drives, walks, sits, writes by hand, performs data entry, and constantly uses a PC.Education/Experience: Bachelor's degree in Engineering, Public or Business Administration, or a related field; minimum five years responsible administrative/managerial experience; experience in municipal solid waste management or related operations preferred, including considerable supervisory and/ or administrative experience; experience with using Microsoft Word, Excel, and other relevant software programs.OtherOther: Class A Solid Waste Technician Letter of Competency or ability to obtain same within one year of employment date; valid Texas Class C driver' s license with good driving record.
