GENERAL DESCRIPTION:
Provide supervision and management of all aspects of the Wyoming Office of Outdoor Recreation. These responsibilities include operations, collaboration, planning, budgeting, and personnel supervision. Serve as the Secretary of the Wyoming Outdoor Recreation and Tourism Trust Fund Board, providing total administrative support. Embrace the role of being a leading voice of Outdoor Recreation in Wyoming and nationally. Serve as a member of Agency and Division leadership teams to help create, support, and implement budgets, personnel allocation, rules and regulations, policies, and broader goals and initiatives. Represent Wyoming in the Confluence of States and at other statewide and national meetings, conferences, and summits. Work statewide and nationally on the creation and adoption of policy, and provide comments on Federal and State planning efforts. Represent the Agency in formal interactions with the offices of statewide elected officials, state legislators, county commissioners, city councils, federal agencies, nationally elected officials, and other government agencies. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
* Direct and administer all aspects of the Wyoming Office of Outdoor Recreation. Lead continuing efforts to implement the recommendations of the Governor's Task Force on Outdoor Recreation through, among other means, convening the State Interagency Outdoor Recreation Team and as many as a dozen regional outdoor recreation collaboratives across the state.
* Engage with the Governor's Office, Agency Directors and Deputies, Wyoming Business Council, Wyoming Office of Tourism, Wyoming Game and Fish, Wyoming Department of Transportation, Wyoming Office of State Lands and Investments, other state and local agencies, legislators, communities, tribes, federal partners, nationally elected officials, and non-governmental organizations to enhance and expand the outdoor recreation industry and improve outdoor recreation infrastructure/access within Wyoming.
* Cooperate in strategic efforts to promote Wyoming as a sustainable outdoor recreation destination and a place to do business. Oversee and maintain the WONDER Map and other resources for use by state agencies and the public.
* Assist in the development of statutes while coordinating efforts with other agencies, departments, programs, and outside entities. Travel the state to meet with stakeholders and elected officials as needed.
* Responsible for administration of the Outdoor Recreation and Tourism Trust Fund (ORTTF) and Board: Serve as the Secretary of the ORTTF Board, which meets four times a year; serve and provide all administrative support for the Board; oversee the maintenance of records, including but not limited to governing documents, grant applications, meeting minutes, scoring rubrics, educational materials, and
correspondence; make purchases, expend grant funds, and monitor expenses and fund balances; conduct or delegate site visits as needed to evaluate potential outdoor recreation and tourism infrastructure projects statewide; report to partner agencies and legislative subcommittees regarding expenditures, fund balances, and outdoor recreation and tourism projects funded. Consult with the Attorney General's office regarding legal matters pertaining to the board.
* Personnel Supervision, Management, and Development: Oversee supervision of all full-time and seasonal employees within the Outdoor Recreation Office, Non-Motorized Trails, and statewide youth programming. This includes involvement with all hiring, training, supervision, disciplinary actions, performance review, termination, staff allocation, and adherence to policies and procedures. Ensure all monthly timesheet and purchasing card processes are completed on time.
* National and Statewide Representation: Coordinate and direct nationwide and statewide outdoor recreation policy affecting many statewide agencies through the Confluence of States and other organizations. Represent the state of Wyoming in the National Governors Association Outdoor Network, nationwide outdoor recreation director's group, the Outdoor Recreation Roundtable in Washington, D.C.,
and with national federal agency leadership (Chief of U.S. Forest Service, Director of Park Service, federal agency regional leadership, etc). Represent the State of Wyoming, Division of State Parks, Historic Sites, Trails, and Outdoor Recreation Office at various public meetings, special events, conferences, and engagements. Make decisions that can affect policy for other agencies. Convene and lead the
Wyoming REACT (Recreation Action Team) consisting of state, federal, and other agencies to develop long-term strategies, and streamline both permitting and planning processes.
* Senior Management Team: Serve as a member of the Division's Senior Management Team. Provide input, make decisions, and support all statewide aspects of Division management and direction. This includes budget allocation, personnel allocation, marketing, customer service initiatives, policies, fee structure, rules/regulations, and the creation of broader Division statewide goals and initiatives. Work closely with District and Program Managers and Deputy Directors in prioritizing and implementing operating budgets, as well as larger capital construction and major maintenance projects state-wide. Complete special projects or other duties as assigned.
* Budgeting: Request, plan, and manage the Division's allocated biennial budget for the Office of Outdoor Recreation. Make necessary purchases for the office and its programs. Monitor spending trends and balances and project shortfalls/balances by program and adhere to procurement rules and procedures. Pursue alternative funding sources for the Outdoor Recreation Office and outdoor recreation infrastructure throughout the State of Wyoming.
Qualifications
PREFERENCES:
Preference may be given to applicants with a bachelor's or master's degree in a related field, ten years of management experience, and ten years of experience creating and managing complex budgets.
KNOWLEDGE:
* Skills in long-range planning, budgeting, and accounting.
* Skills and experience in representing a state, statewide agency, or policy to customers, federal and state agencies, local/state/national elected officials, and NGOs at the local/state/national level.
* Competencies in traditional marketing, social media marketing, and disseminating information to the public.
* Knowledge of state and federal land management agency planning processes and procedures.
* Ability to facilitate difficult discussions with state/federal agencies, NGOs, and special interest groups.
* Skilled in effective written and oral communication.
* Ability to understand and complete a variety of administrative responsibilities including budget preparation, tracking, and management.
* Ability to read and understand budget reports.
* Ability to work under pressure to handle and delegate multiple priorities.
* Knowledge of state statutes, SPHS rules and regulations, and ability to professionally enforce them.
* Skills in personnel management, government budgeting and accounting, public speaking, report writing, and intra- and inter-agency communication.
* Skill and ability to effectively communicate, train, motivate, and lead employees.
* Knowledge of state personnel rules, employee hiring, evaluation, and disciplinary measures.
* General knowledge of a variety of federal, state, and SPHS&T procedures and issues.
* Knowledge of agency accounting, concessionaire, and lease policies and procedures.
* Knowledge in the construction, plumbing, and electrical trades as they pertain to the operation, management, and construction of new and older park facilities/structures.
* Knowledge of the United States Forest Service, Bureau of Land Management, Bureau of Reclamation, and National Park Service agency structure, mission, and policies.
* Knowledge and skill in grounds rehabilitation and maintenance practices associated with heavy-use recreation areas.
* Knowledge of vehicle and heavy equipment operation and maintenance.
* Knowledge of weed and pest control practices and procedures.
* Skills in programming and logistics for events.
* Knowledge of state and federal legislative processes.
* Understanding of natural resource conservation principles and best practices.
* Familiarity with all aspects of the outdoor recreation industry.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Cultural Resources)
Experience:
2-4 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Cultural Resources Supervisor
OR
Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Cultural Resources Supervisor

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
* Must work outdoors in all weather conditions
* Must be able to travel 30 - 40 nights per year.
