A Paralegal IV performs, but is not limited to the following duties: Legal Research and Analysis: The contractor will conduct comprehensive legal research and analysis on various aspects of affirmative civil litigation. The contractor will utilize a variety of automated legal research tools as well as public information databases and other automated resources, such as Westlaw and LEXIS, to research case or program specific legal matters. This includes researching legal precedents, reviewing case law, and interpreting statutes and regulations. The contractor will prepare legal memoranda and briefs based on their research. Case Management: The contractor will assist in managing complex civil litigation cases. This includes summarizing new complaints and disclosure statements, organizing, and maintaining case files, tracking case progress, and coordinating with other team members to ensure all case requirements are met in a timely manner. Drafting Legal Documents: The contractor will assist in drafting and reviewing legal documents such as pleadings, motions, discovery requests, and responses. The contractor will ensure that all documents are accurate, complete, and comply with applicable legal standards and USAO policies. Trial Preparation: The contractor will assist in preparing for interviews, case presentations, depositions, and trials. This includes preparing trial notebooks, organizing exhibits, and assisting in witness preparation. The contractor may also be required to assist in presenting evidence in electronic formats during depositions and trials. eLitigation Support: The contractor will employ eLitigation technology concepts and electronic software appropriate for use in complex civil litigation. This includes managing electronic discovery, document review, draft, and review discovery, coordinating with the Civil Division's eLitigation coordinator, and working with the office's litigation support and IT staff. Other duties as assigned. Requirements 2-year degree or higher, or High School Diploma (or equivalent) and Paralegal Certificate. In lieu of a Paralegal Certificate, the Paralegal should have at least 10 years of relevant work experience in the legal field, specifically in areas related to civil litigation. Three years of experience as a civil litigation paralegal. This position requires a heavy amount of writing experience and the review of legal documents. Ability to use, understand and maintain directories, personnel lists and other guides and references to provide a variety of information on the office and to refer questions to other offices. Skill in meeting and dealing with people in a courteous and tactful manner. Skill in operating a computer terminal, personal computer, various office machines (fax, scanner, copier, etc.). The Contractor shall notify the Contracting Officer (CO) 14 days prior to making any changes in key personnel. The Contractor must demonstrate that the qualifications of the prospective replacement personnel are equal to, or better than, the qualifications of the personnel being replaced by submitting resumes for approval by the CO's authorized Government representative. Approval shall be provided within 5 working days after notification. Ability to consistently deliver highest quality work under extreme pressure. Equivalent combination of relevant education and experience may be substituted as appropriate This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation. Agendy Overview The Affirmative Civil Enforcement Section (ACE) Unit of the US Attorney's Office (USAO) is responsible for taking actions to recover government money lost to fraud or other misconduct or to impose penalties for violations. They seeks to recover damages and penalties, or to obtain injunctive relief, against defendants who commit civil wrongs against the United States. The kinds of cases handled by attorneys who practice in this area include: actions to recover for fires wrongfully ignited on federal land; fraud perpetrated against the government, including health care fraud, defense procurement fraud and grant fraud; civil rights cases, including enforcement of the Americans with Disabilities Act and Fair Housing Act; whistle blower cases; drug cases involving civil violations of the Controlled Substances Act; and actions involving misuse of Housing and Urban Development project funds.
