CITY OF EVANS EMPLOYMENT ANNOUNCEMENTJob Title: Parks Maintenance Technician I/II/III Department: Parks & Recreation FLSA Status: Non-exempt Division: Parks Reports To: Parks Supervisor Classification: Full-time Regular Requisition: 1599 Salary Range: $22.00-$31.94/hour Opening Date: Tuesday, September 24, 2024 Closing Date: Open Until Filled NATURE OF WORK: The Parks Maintenance Technician I/II/III performs a wide variety of skilled and technical assignments related to the maintenance, repair or construction of park facilities, irrigation systems and athletic fields. Parks Maintenance Technician I: The Parks Maintenance Technician I is under general supervision; this is the entry-level class in the Parks Maintenance Technician series. Parks Maintenance Technician II: The Parks Maintenance Technician II is under general supervision of the Parks Supervisor; this is the mid-level class in the park Maintenance Technician Series. Parks Maintenance Technician III: The Parks Maintenance Technician III is under general supervision of the Parks Superintendent & Parks Supervisor' this is the most advanced level in the Park Maintenance Technician Series. ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES Parks Maintenance Technician I:
  • Employee possesses the knowledge, skills, and abilities to perform all the essential duties of the job safely and satisfactorily, including, but not limited to municipal governance, teamwork, problem-solving, relationship-building, customer service, detail oriented, technology/equipment proficiency, policy adherence, time management, result-orientation, research and analyzing data, decision-making, self-motivation, stewardship, integrity, and upholding our EDGE core values.
  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.
  • To support consistent high-quality service for our community and each other, it is the expectation of all employees to be punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy.
  • Performs park maintenance duties including various combinations of the following irrigates, mows, weeds, trims, renovates, applies herbicides, and fertilizes turf areas; plants, irrigates, edges, prunes, and removes trees, shrubs, bushes, and flowers; clears snow, leaves, and debris from rights-of-way, sidewalks, and sports fields; graffiti removal; empties trash receptacles and transports rubbish, performs janitorial tasks at park public restrooms.
  • Lead and oversee the work of seasonal park maintenance workers.
  • Responsible for the cleaning and maintenance of parks, grounds, sports fields, cemetery, park facilities and public grounds including park restrooms.
  • Conducts safety inspections for all park facilities, playgrounds, equipment, and public grounds. Informs supervisor of damages and makes necessary repairs.
  • Performs sports field layout and setup.
  • Locates grave spaces, headstone placements and niche spaces.
  • Responsible for opening and closing of interment spaces.
  • Performs a variety of tasks involving janitorial, carpentry, cement, painting, plumbing, and electrical work.
  • Operates all necessary motorized equipment including mowers, pickup and dump trucks, pickup truck mounted plows, front end loaders, tractors, skid steer, excavators, utility vehicles, backhoes, and similar equipment in a safe and responsible manner.
  • Performs routine preventative maintenance on trimmers, blowers, chainsaws, edgers, mowers, tractors, utility vehicles and their associated attachments.
  • Removes snow from city parking lots, trails, sidewalks, and applies deicer when necessary.
  • Sands, salts, and removes snow from city parking lots and trails when necessary.
  • Performs weekend, after hours, and holiday work when necessary; serves in the on-call rotation.
  • Knowledge of general park maintenance duties.
  • Knowledge of proper landscape maintenance techniques.
  • Knowledge of the City's purchasing policies and procedures.
  • Ability to use and maintain tools and equipment used in parks, grounds, and cemetery operations.
  • Ability to learn basic construction and repair work, including areas of carpentry, plumbing, painting, cement work, irrigation systems, and electricity.
  • Ability to learn athletic field set-up and maintenance.
  • Ability to maintain detailed, accurate records, reports, and daily logs.
  • Considerable knowledge of hazards and safety precautions appropriate to the position.
  • Basic skills in construction and repair, including carpentry, plumbing, painting, cement work, irrigation systems, and electricity.

Parks Maintenance Technician II: In addition to previous essential functions:
  • Responsible for operational areas that may include irrigation & central control systems, sports fields, mowing or herbicide application.
  • Directs and assists in the cleaning of parks, cemetery, park facilities and public grounds.
  • Assists in, and at times directs, the performance of a wide variety of tasks relating to installation, repair, and maintenance work in park and grounds development, and maintenance of park structures.
  • Performs a variety of tasks involving carpentry, cement, painting, plumbing, and electrical work.
  • Operates, maintains, repairs, and installs park irrigation systems.
  • Operates central control irrigation systems.
  • Operates all necessary motorized equipment including mowers, pickup and dump trucks, pick-up truck mounted plows, front end loaders, backhoes, and similar equipment.
  • Performs routine servicing and maintenance on equipment used on work assignments.
  • Assures that employees are equipped with proper safety apparel and equipment and in compliance with safety standards set forth by the City.
  • Identifies various trees and plants by species and evaluates specific plant health and maintenance needs.
  • Applies herbicides, insecticides, fertilizers, and pesticides in accordance with prescribed guidelines; maintains usage records.
  • Considerable working knowledge of turf irrigation systems including central computerized controls, and general irrigation repairs.
  • Considerable knowledge of general turf and sports turf management, including equipment operational procedures, maintenance techniques, fertilization, pesticide application, watering schedules, aeration, etc.
  • Knowledge of park maintenance safety policies and procedures.
  • Working knowledge of athletic field maintenance and recreational scheduling needs.
  • Working knowledge of park and building maintenance including, pruning, water and care of plants, trees, and shrubs.
  • Advanced skills in construction and repair, including carpentry, plumbing, painting, cement work, irrigation systems, and electricity.
  • Knowledge of the operation, maintenance, and minor repairs of trucks, tractor, mowers, and all other equipment used in parks, grounds, and cemetery operations.
  • Skilled in the use of tools and equipment used in park and building maintenance.
Parks Maintenance Technician III: In addition to previous essential functions:
  • Serves as a crew leader; oversees a thorough working inventory of hand tools, power tools and other portable equipment. Assists with the management of in-house Parks projects.
  • Demonstrates proficient operation of all motorized equipment including mowers, pickup and dump trucks, tractors, pickup truck mounted plows, front end loaders, backhoes, large snowplows, excavators, trenchers, and similar equipment.
  • Responds to on-site inquiries from the public.
  • Participates in the preparation of the annual divisional budget.
  • Assists plow crews in the plowing and sanding of city streets in emergencies.
  • Considerable working knowledge of PVC repairs, and irrigation design and installation.
  • Ability to maintain, diagnose and repair small and large gas and diesel engines.
  • Ability to read and interpret construction blueprints and specifications.
EDUCATION, EXPERIENCE, AND LICENSURE Required: Parks Maintenance Technician I:
  • High school diploma or equivalent.
  • One year of work experience.
  • Valid Colorado Driver's License or ability to obtain within six months of hire.
  • Colorado Class B CDL with Airbrake endorsement or ability to obtain within 24 months of hire.
  • First Aid and CPR Certification or ability to obtain within one year of hire.
  • Equivalent combinations of education and experience may be considered.
Preferred:
  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.
  • One year of related experience.
Parks Maintenance Technician II: In addition to previous requirements:
  • Two years of related work experience.
  • Class B CDL with Airbrake endorsement or ability to achieve within 12 months of hire.
  • First Aid and CPR Certification or ability to obtain within 60 days of hire.
  • One other relevant certification in parks, horticulture, or related fields.
Parks Maintenance Technician III: In addition to previous requirements:
  • Three years of experience in park or grounds maintenance, horticulture, commercial landscape, or related field.
  • Possession of Certified Playground Safety Inspectors License.
  • Two or more certificates in parks, horticulture, or related fields
PHYSICAL AND WORKING ENVIRONMENT *The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to exercise mental and visual concentration, listen, talk, stand, reach, twist, demonstrate manual dexterity, walk on level, uneven and slippery terrain, turn, kneel, bend, stoop, squat, balance, crouch, crawl, grasp, pinch, and making repetitive hand movement in the performance of daily duties. The employee will need to lift, carry, and push tools, equipment and supplies weighing up to 85 pounds on an occasional basis and 20 to 50 pounds on a frequent basis. The employee will need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee regularly works in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized.
