General Statement

The Clinical Assistant PT, under general supervision, performs community outreach, education, advocacy, health services interpreting and document translation for all Public Health programs, and assists in clinics and laboratories.

Essential Functions

Medical Interpreting in-person and remote:

Conveys communication between the provider and client, while accurately converting the exchange between the English and Spanish language pair; works in all clinical program areas and in a variety of settings including homes and community sites; renders interpretation as accurately as possible, given the idiomatic difference between languages, while keeping the spirit and letter of the original communication; and communicates possible misunderstandings by the client to the provider.

Abides by the professional standards and codes of ethics of the National Council for Interpreters in Health Care.

Assists the provider in understanding the client's culture to include nonverbal communication, health practices, and social relationships; maintains strict confidentiality regarding any and all client-provider information; and refrains from inserting own opinion or judgment when communicating with clients.

Provides interpreting services at Public Health community outreach events or Public Health emergencies including vaccination or testing clinics and disaster shelter locations.

Enters a client's dwelling or place of business for the purpose of interviews to assists with home visits related to Public Health, Environmental Health, or direct care.

Utilizes the consecutive mode of Interpreting and follows interpreting protocols.

Utilizes remote interpreting technology including telephones, virtual consoles, teleconferencing platforms or a combination of these systems.

Translation Services:

Provides translation of written letters and simple written informational and instructional materials, being very careful to translate as literally as possible, given the idiomatic differences between English and Spanish for Public Health, WIC, Environmental Health, and Transportation Services.

Utilizes sight translation in filling out medical forms or conveying brief follow-up instructions and does not substitute a written translation.

Clinical Assisting:

Performs vital signs on infants, children, and adults and prepares patients for examinations and non-stress test monitoring.

Assists the provider during exams with specimen collections and transports specimens safely to the lab.

Sets up a sterile field for medical procedures.

Cleans exam rooms in between clients and at the end of the day including disposing of biohazard trash. Stocks supplies in exam rooms.

Serves as a chaperone for providers.

Laboratory Assistant:

Acts as a backup to the lab team performing phlebotomy, hemoglobin, hematology, blood glucose testing, and waive lab testing as requested.

Follows all laboratory protocols.

Successfully completes annual lab trainings and obtains annual CEUs requirements.

Occupational exposure to blood borne pathogens and chemicals.

Clerical:

Utilizes computer applications to include Microsoft Office.

Utilizes electronic health record systems to include CureMD (for PH), Crossroads (for WIC).

Copies, faxes, prints, and scans various items.

Answers incoming calls from LEP (Spanish) clients in Triage.

Schedules, cancels, and reschedules appointments as needed.

Updates client demographics and records in the electronic health record systems.

Follows up with clients who miss their appointments (No Shows-delinquencies).

Handles correspondence from delinquency follow-up.

Assembles Health Education Packets for all clinical programs in English and Spanish.

Attends required annual Interpreter trainings per regulations.

Attends mandatory webinars and trainings as required by Title X.

Assists clients with internal and external medical forms.

Makes follow-up calls to clients with nurse or provider including after-hours calls as needed.

OTHER CLERICAL DUTIES:

Performs case investigation and contact tracing through various electronic health systems as part of Public Health's intervention to prevent the spread of a disease during an outbreak.

COMMUNITY INVOLVEMENT:

Health Fairs including collecting blood samples via fingerstick for Sickle Cell testing.

Teaches health education classes (e.g. Mammogram Classes).

Provides overview of the Vasectomy program.

Assists the Mexican Consulate annually.

Participates in outreach to LatinX community to coordinate vaccination appointments or on-site community clinics (COVID).

RESPONDS TO EMERGENCY/DISASTER SITUATIONS:

Performs work during emergency/disaster situations (e.g. Emergency Shelters) as needed

Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

High School diploma or equivalent, and two (2) years of medical office, translation, or interpreting experience; or equivalent combination of education and experience.

Licenses or Certifications:

Certified Medical Interpreter or ability to obtain within 90 days of employment.

Successful completion of required annual Clinical Assistant trainingor ability to obtain within 90 days of employment. Training will be completed annually after initial training.

CPR certification or ability to obtain within 90 days of employment.

Special Requirements:

Must possess a high level of skill directly related to medical interpreting and translating from Spanish into English and English to Spanish.

* Note: A written and Interpreter skills assessment will be given and you are required to pass both.

In order to perform work in this role, within (30) thirty days of employment you must provide immunization records, provide proof of immunity, or receive/start the required vaccination series, as applicable, along with complying with any necessary screenings, as required by the Union County Division of Public Health and its Healthcare Personnel Immunization and Tuberculosis Screening Policy, in accordance with applicable law.

PREFERRED QUALIFICATIONS

Education and Experience:

Medical Interpreting coursework.

Licenses or Certifications:

National Certification for Medical Interpreting.

Certified Medical Assistant or Certified Nurse Aid.

Professional certification in document translation.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including, tablets and computers, calculators, copiers, telephones, fax machines, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work is performed in an environment where errors on their part can lead to significant physical or mental consequences for them or others.
