The City of Fairmont is accepting applications for the position listed below. The position will be open until filled, with first application reviews beginning April 19, 2024.1. POSITION TITLE: Part-Time Parking Enforcement Officer2. DEPARTMENT: Police3. PAY GRADE: 475 (Non-exempt)4. SALARY:Hourly - $10.50/hour5. JOB TYPE: Part-time6. REPORTS TO: Chief of Police or their designee7. GENERAL DESCRIPTION OF THE WORK OF THE POSITION:Wears department-issued uniform while working. Patrols metered parking and other areas; does related work as required. The major portion of the work is routine; however, it is responsible law enforcement work requiring mature judgment and courtesy in dealing with owners and overparked vehicles. The work is performed under the general supervision of the Police Chief.8. DUTIES OF THE POSITION (ILLUSTRATIVE ONLY):* Patrols City limits in a motor vehicle and on foot for parking infractions, addressing violations by notifications, summons, or citations;* Files citations for vehicles violating parking regulations manually or by handheld device;* Looks up addresses of violators and performs other routine clerical duties in the office;* Checks handicap, loading, bus and fire zones for possible parking violations;* Assists Court and Records to make record of activity and notice to absconders;* Observes missing traffic signs and unsafe conditions then reports to the proper authority;* Assists the public by giving directions;* Enters plate numbers using a handheld device or manually and periodically rechecks time that vehicle is at location;* Observes defective meters and reports repairs needed;* Responds to and makes radio dispatch calls via police radio in order to address complaints, report traffic collisions, and other information to request assistance as needed;* Represents the Department in attending court hearings for parking violations;* Utilizes a smart phone as interface for parking enforcement and communications as needed;* Safely operates a City vehicle when assigned for duties; and* Other duties as assigned9. SUPERVISORY REQUIREMENTS:This position has no supervisory requirements.10. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK:Some knowledge of regulations and restrictions pertaining to parking within the City limits; average social and general intelligence; excellent interpersonal skills; basic computer knowledge; basic data entry; tact; courtesy; good judgment; good powers of observation; work involves responsibility for making routine parking enforcement decisions; ability to compose correspondence and reports; ability to perform basic arithmetic calculations; good knowledge of general customer service principles when dealing with the public to represent the City in a professional and courteous manner; good knowledge of general safety precautions when operating near traffic; considerable ability to understand and follow oral and written instructions and communicate effectively orally and in writing; considerable ability to establish and maintain good working relationship with supervisors, co-workers and the general public; good physical condition.Must be able to pass a employment medical exam, background check, and drug/alcohol screening. Must be able to attain CJIS Level Two Security Awareness Training access standards.11. EDUCATION AND/OR EXPERIENCE NECESSARY FOR WORK PREPARATION:Some work experience and a high school diploma or equivalent; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must possess a valid West Virginia driver's license.12. PHYSICAL REQUIREMENTS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Ability to safely operate an automobile for a minimum of 1 hour, sit for a minimum of 1 hour and walk for a minimum of 5 hours per workday.Work is conducted both indoors and outdoors but the majority of the work is performed primarily outside under solitary conditions. Must have ability to perform job functions in all types of weather/temperatures (including but not limited to rain, snow, sleet, and heat) and subject to exhaust fumes, dust, pollen and other air quality issues typical of a densely populated community.The noise level of the inside work environment is that of a typical office. While performing the duties of this job, the employee is regularly required to sit at a desk for prolonged periods of time; use hands and fingers to file, write, answer phone and for use of computer keyboard, copy machine and other miscellaneous office equipment. Employee must be able to use both hands for firm grasping and repetitive actions. The employee must be able to talk clearly, hear, and be able to speak publicly. The employee is occasionally required to stand, stoop, kneel, crouch or crawl. The employee must be able to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
